- REQUEST FOR INFORMATION Cartridge, 120mm Rifled Mortar Illumination Round MARKET RESEARCH REQUEST FOR INFORMATION (RFI). NO SOLICITATION DOCUMENT EXISTS. The following is an RFI. This synopsis is for information and planning purposes only and does not constitute a Request for Proposals (RFP). Responses to the RFI cannot be accepted by the Marine Corps to form a binding contract. DESCRIPTION: The Marine Corps Systems Command's Program Manager for Ammunition (PM Ammo) is conducting a market survey to identify potential sources to supply a 120mm Rifled Mortar Visible Illumination Cartridge for use with the Expeditionary Fire Support System (EFSS) M327 Mortar Tube. The 120mm Rifled Illumination round must allow Marine Corps Artillerymen to safely and effectively fire it through the Marine Corp's existing inventory of qualified M327, 120mm mortar tubes. This is not a survey for a development program. With the possible exception of minor nondevelopmental modifications the Illumination round must already be developed. SPECIFICATION: The Cartridge, 120mm Rifled Illumination round shall be interoperable with the M327 Mortar tube and its operating parts and components. When fired through the M327 mortar tube, the Illumination round shall incorporate rifling for spin stabilization. The illumination canister shall contain the illumination material, the main parachute and the brake parachute. The fuze shall be the mechanism that expels the illuminating canister and makes the illuminating material react in a pre selected time. The visible illumination shall be generated for a minimum of 45 seconds. The fin assembly shall consist of a metal body with fins surrounded by simple torus shaped augmenting charges. The augmenting charges used to obtain different ranges need to be strong enough not to break during transportation, handling, and loading, but shall be capable of being manually removed by Marines before loading without the use of a tool to allow different combinations of charge weights related to different muzzle velocities. The length of the round shall be less than 37 inches. The major diameter for the round shall be greater than 4.82 inches and less than 4.83 inches. The round shall be capable of being safely loaded into the muzzle of the M327 mortar tube and shall be capable of being extracted with a currently available extractor, should a misfire occur. The round shall be capable of going out 8,000 meters when fired from the M327 mortar tube. The round shall be capable of being fired over friendly troops and meet the MCO 3570.1B Range Safety Regulation requirements. The round shall be able to be packaged in a PA117 container in accordance with MIL-STD-648, DoD Design Criteria Standard, Specialized Shipping Containers. The interior length of the PA117 can is 41.3 inches with an interior diameter of 5.92 inches. The cartridge shall be capable of being stored and transported securely in a horizontal position. The cartridge must be capable of being stored at temperature extremes of -60 degrees Fahrenheit to +160 degrees Fahrenheit, and being operated between -24 degrees Fahrenheit and +124 degrees Fahrenheit. The Marine Corps will use the results of this announcement to determine what capabilities exist in the marketplace. SUBMISSION INFORMATION: Responses to this RFI should not exceed ten (10) pages. Vendors responding to this RFI should submit a description of their company's capabilities along with Technology Readiness Level (TRL) information if their cartridge is not a fielded system. Vendors should also submit sketches, drawings, specifications, brochures, and production capability information. Vendors shall submit data that supports their claim that their 120mm Rifled Mortar illumination round design will conform to the M327 mortar tube. The Small Business Size Standard is 1,500 full time employees. Firms shall indicate their business size based upon NAICS code ¬¬¬¬332993 and identify a corporate point of contact. NOTE: This is a market survey, not a pre-solicitation notice. The Government will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. Any information that the vendor considers proprietary should be clearly marked as such. REQUESTED RESPONSE DATE: Responses to this RFI should be signed and dated.
