Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Neutron Research (NCNR), intends to negotiate with ICEoxford LTD; United Kingdom, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase software to control four pieces of ICEoxford cryogenic equipment. The ICEoxford 1.5K top-loading closed-cycle refrigerator (TLCCR) variable temperature insert, ICEoxford 1.5K helium-based variable temperature insert, the ICEoxford Helium3 insert and ICEoxford dilution refrigerator insert are four separate pieces of cryogenic equipment for maintaining materials specimens at low temperatures. Equipment such as this is typically delivered with a local operator interface for controlling it manually as well as a remote control interface which will allow a host computer to query and set operating parameters via software commands. At the NIST Center for Neutron Research (NCNR), a great number of the neutron scattering measurements performed involve controlling the temperature or magnetic field of samples under study to observe physically relevant phenomena. It is therefore a requirement of computer controlled neutron scattering measurements that the sample environment equipment respond to software commands issued from a NIST host computer. Market research has indicated that there are no other companies who can develop software compatible with the ICEoxford proprietary equipment. The NAICS Code is 511210 with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to ICEoxford LTD for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than October 9, 2012 at 5:00 pm.
