- The Defense Logistics Agency, DLA Strategic Materials, intends to award a sole source, firm fixed price purchase order to Bloomberg Finance LP, 731 Lexington Ave, New York, NY 10022 for access to Bloomberg Professional Service for seven (7) users. DLA Strategic Materials requires data pertaining to commercial materials market news, forecasting media and services to assist in obtaining fair market price for sales disposal, acquisitions and material upgrades. Bloomberg Professional Service will be a key source of information for DLA Strategic Materials. The period of performance is from October 1, 2012 to September 30, 2013. There are no option periods. Bloomberg Finance LP is the only known source for this requirement. This action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate only with this source and to award this requirement noncompetitively under the authority of FAR 13.106-1(b)(1). The North American Industry Classification System (NAICS) code is 519130, Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 500 employees. The anticipated award date of the purchase order is no later than September 30, 2011. The prospective contractor must be registered in the System for award Management (SAM) database in order to be eligible for award. Information concerning SAM registration requirements may be viewed via the Internet at http://www.sam.gov. Contract award will be conducted in accordance with FAR 5.3, Synopsis of Contract Awards. This notice of intent is neither a request for quotation nor a solicitation of offers. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. Interested parties may request further information no later than 1:00 PM EST on September 26, 2011 by sending an email to the Contract Specialist, Jesse Pleasants, at jesse.pleasants@dla.mil.
