Description

The Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price Contract on a sole-source basis with Lockheed Martin Mission Systems and Sensors (LM MS2), Owego, New York. The anticipated contract award will be to procure Point and Click (P&C) Operator Systems Interface (OSI) Retrofit Kits for the MH-60 Romeo and Sierra helicopters, including a max quantity of 127 OSI Cockpit Stations, 17 OSI Sensory Operator Stations, 29 Audio Management Computers (AMCs), and 58 Band Pass Filters. This action is being awarded on a sole-source basis to LM MS2 in accordance with FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements,' because LM MS2 is the sole manufacturer of the MH-60R common cockpit and the only company with the necessary data and technical capability to perform this effort for the MH-60 aircraft in a cost effective and timely manner.This notice of intent is not a request for competitive proposals, however, responsible sources may submit a capability statement, which will be considered by NAVAIR.
