- The following requirement is anticipated to be published as a formal Request For Proposals (RFP) within the next 30 to 45 days. This Notice seeks to identify firms that believe they meet the required qualifications and would be interested in submitting a proposal under that RFP. The resultant contract is expected to be for a basic period of one year with four one-year optional extensions. The contract is for Professional Services as defined in the Federal Acquisition Regulation and, therefore, will not be subject to the Service Contract Act. The estimated quantity of engineering services hours that will be required each month under the resultant contract is 80. This organization under the Indian Health Service will not enter into contracts for such services with individuals. The contractual entity must be a small business corporate entity recognized by a U.S. State with a DUNS Number and an active Central Contractor Registration record. Please ensure the federal small business category of your firm (Small Business, Small Disadvantaged Business, Service-Disabled Veteran-Owned (SDVOSB ), Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), etc.) is included as this is the primary reason for publishing this Sources Sought Notice. Please note the Scope of Work below is still not firm. However, unless significant changes are made to it between now and the date the RFP is issued, this Sources Sought Notice will not be revised and extended. (The prices accepted will be a burdened hourly rate for each hour worked under the specific performance year as indicated below. The listed items below is only an illustration of the actual Price Schedule that will be included the RFP for the offeror to complete) ITEM NUMBER DESCRIPTION HOURLY RATE 1 Basic Contract Period, One-Year period beginning with the date of Contract award $ 2 Option Year One, One-Year period beginning the day after the Basic Contract Period expires $ 3 Option Year Two, One-Year period beginning the day after Option Year One expires $ 4 Option Year Three, One-Year period beginning the day after Option Year Two expires $ 5 Option Year Four, One-Year period beginning the day after Option Year Three expires $ SCOPE OF WORK 1. PROJECT SUMMARY (a) The Contractor shall provide engineering services support to programs of the Indian Health Service (IHS), Office of Environmental Health and Engineering (OEHE), at the Phoenix Area IHS Office, and field and office engineering duties associated with various phases of the planning, permitting, design, and construction of healthcare and sanitation facilities construction projects. The Contractor shall also provide engineering support services to Region 9 staff of the U.S. Environmental Protection Agency (EPA), as directed by Director of the Division of Sanitation Facilities Construction (DSFC). (b) The IHS shall access the services provided under this contract by awarding fixed-price Delivery Orders (DOs) from time to time, as required based on the hourly rates established in the contract. (c) The contract services may include, but are not limited to: • Area Office Program Engineering Support • Project Engineering Support • Environmental Compliance and Permitting Support 2. DESCRIPTION OF SERVICES (a) The OEHE, Phoenix Area Indian Health Service, is responsible for administering the planning, design, and construction of healthcare facilities, including hospitals, clinic, health centers, staff housing and sanitation facilities throughout the Area. A major component of the planning process is the assurance that proposed facilities will be built in conformance with requirements of the National Environmental Policy Act (NEPA) and related environmental and cultural resource protection statutes and federal regulations. The contractor will provide Environmental Engineer services including project specific coordination and recommendations regarding environmental reviews to meet the requirements of NEPA. The contractor will also provide technical program support for other OEHE environmental engineering issues as needed. (b) The OEHE works in a collaborative manner with the Environmental Protection Agency (EPA), Region 9, on a broad range of environmental health and engineering activities. EPA is responsible for administering three infrastructure water/wastewater grant programs including: 1) the Border Tribal Grant Program, 2) the Clean Water Act Tribal Set-Aside Program, and 3) the Drinking Water Tribal Set-Aside Program for tribes throughout California, Nevada and Arizona. The contractor will provide Environmental Engineer services as a technical resource for EPA project officers for the three grant programs in the development and implementation of tribal water/wastewater infrastructure projects and the evaluation of tribal capacity development in the operation of municipal facilities. The Contractor shall provide specific staff members nominated in the proposal and accepted by the IHS to perform all work required under this contract. The individual staff members may be changed or substitutions put in place only after a written request has been formally approved by the Contracting Officer. Evidence of the qualification requirements listed under Paragraph 5, below, shall be furnished whenever the Contractor requests a substitution or change in the nominated staff members. The Contractor's staff members nominated for this contract shall be referred to as "on-site contractors" for convenience, from this point forward in this document. 3. GENERAL WORK LOCATION AND CONDITIONS (a) Work Location and Hours -The primary place of work for the on-site contractor(s) will be at the Phoenix IHS Area Office, Office of Environmental Health and Engineering, Division of Sanitation Facilities Construction, 40 North Central, Suite 720, Phoenix, Arizona 85004. When required work is at another IHS facility, the on-site contractor(s) will be required to perform those services at the applicable IHS facility full time until the assigned tasks at that location are completed and may require overnight stays at such locations. Other than as provided in subparagraph (c) for authorized travel expenses, the contractor will be paid only for hours actually worked on specified tasks. Work hours may vary as appropriate for interaction with DSFC staff of the IHS Phoenix Area and EPA Region 9, as requested by the Director, DSFC. The Director, DSFC, will be responsible for the monitoring and record keeping procedures used to ensure proper accounting for hours worked. Those procedures will use time and attendance logs, sign in/sign out sheets, or other appropriate records to verify services called for have been performed. (b) Work Oversight and Government-Provided Work Tools - Work performed by the on-site contractor(s) shall be overseen by and under the direction of the Director of the DSFC, Division of Sanitation Facilities Construction (DSFC), IHS Phoenix. On-site contractor assignments will be provided by an IHS technical advisor in terms of defining project objectives, general methods, priorities, and deadlines for each major assignment. The list of assigned tasks will be updated as required by IHS. Work output will be reviewed periodically for professional judgment, accuracy, and timeliness. The Government will provide office space and allow the on-site contractors use of hardware, software and other engineering tools appropriate and adequate to perform assigned tasks. Specialized training may be provided at Government expense to develop skills necessary for the completion of assigned projects, at the discretion and upon approval of the Director, DSFC. (c) Travel - The on-site contractor(s) may be required to travel to various IHS facilities from time to time in the performance of assigned tasks. Travel required and authorized by the Government to perform assigned tasks shall be reimbursed using the appropriate per diem and other travel expenses reimbursement rates established by Government Travel Regulations. When vehicular travel is dictated, at the Government's discretion, the Government may provide a vehicle for an on-site contractor to use. In such cases, the Contractor is entitled to reimbursement of only the on-site contractor's out-of-pocket fuel expenses for the vehicle necessary to complete the assigned tasks. 4. WORK REQUIRED (a) The following senior environmental engineering duties are related to the EPA infrastructure water/wastewater grant programs: a. As a professional engineer, provides technical advice and consulting services to EPA project officers on matters relating to the environmental, civil and public health engineering. Conducts site visits to determine which tribes may have the need for and capability to operate water/wastewater infrastructure projects. Assesses infrastructure needs as developed by tribal staff, professional engineering consulting firms or other engineering staff. Review feasibility studies to determine if they meet EPA technical requirements and industry standards. Make recommendations to EPA project officers, local officials and tribal consulting engineers regarding estimated design and construction costs, appropriate technologies and tribal operational costs. b. Review detailed engineering investigations, designs, plans, and contract specifications to assure conformance with applicable engineering standards. Make recommendations to EPA project officers and tribal consulting engineers regarding proposed project improvements or enhancements. c. Assist the EPA in developing engineering program standards when regulatory or industry standards are not applicable. Review NEPA environmental assessments, cultural resource and endangered species surveys and approvals for proposed projects. d. Review proposed consulting contracts and water/wastewater infrastructure construction contracts in terms of meeting project objectives. Provide technical recommendations to EPA regarding construction contract claims, disputes, conformance with project schedules and specifications, and approval of major submittals and shop drawings. e. Monitor construction progress and quality control through periodic onsite inspection. Make recommendations to EPA project officers regarding project status with respect to grant compliance and conformance with construction standards. (b) The following major duties are related to the Phoenix Area OEHE: a. Responsible for providing reviews, recommendations, and coordination services for the Phoenix Area IHS to assist in conformance with NEPA and related environmental and cultural resource requirements, including review of categorical exclusions, environmental assessments and environmental impact studies for healthcare facility and sanitation facility construction projects. As needed, provide training and for project and program managers' information on environmental compliance procedures. Make recommendations to the Associate Director, OEHE, regarding the approval of environmental assessments, findings of no significant impact, and the final NEPA determination for construction projects. b. Serve as a liaison with other federal, state and local agencies having regulatory responsibilities for NEPA and related environmental regulations. c. Provide technical advice and support to OEHE staff in the implementation of developing technologies for environmental engineering programs. On-site contractor assignments will be provided by an IHS technical advisor in terms of defining objectives, general methods, priorities, and deadlines for each major assignment. Work is reviewed periodically for professional judgment, accuracy, and timeliness. The on-site contractors shall discuss with technical Government advisors unusual problems before taking action. The onsite contractors shall follow established written guidelines and procedures (design standards, standard specifications, programmatic policies and regulations). 5. REQUIRED QUALIFICATIONS The on-site contractor staff shall possess the following minimum qualifications: (a) Mastery of environmental engineering concepts, principles and practices and extensive engineering experience to serve as a technical specialist in the design and construction of water/wastewater infrastructure. Professional engineering education acquired through a baccalaureate program in civil or environmental engineering, along with continuing education in civil, environmental engineering or public health. A Master's Degree in civil or environmental engineering is preferred. (b) Extensive knowledge and skill to serve as a recognized expert to EPA and IHS professional staff. Experience gained through project engineering in the planning, design and construction of water/wastewater infrastructure, including wells, water treatment, pumping, storage and distribution, wastewater collection and treatment. Design experience must include detailed preparation of plans and specifications for the above sanitation facilities. Construction experience must include field responsibility for actual installation of these facilities including construction contracting, inspection and surveying. (c) Mastery of engineering practices to serve as a technical authority in review of NEPA policies and procedures, detailed feasibility reports, engineering design and construction contracts prepared by engineering consultants and engineers for complex water/wastewater infrastructure projects. Technical expertise to develop and revise Regional EPA standards and guidelines for the grant programs and IHS Area NEPA policies and procedures. (d) Familiarity with related engineering disciplines including electrical engineering of control systems, mechanical engineering, soils engineering, structural engineering and construction management. Knowledge of construction safety standards and practices is also required. (e) A professional engineering license in civil, sanitary or environmental from any state, Puerto Rico or the District of Columbia is required. (f) A valid state driver's license is required.
