- THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to Parvus Corporation, 3222 S. Washington Street, Salt Lake City, UT 84115-3426 for three (3) each DuraNET 2955 (Ruggedized Cisco 2955T-12 Ethernet Switch w/12 FE and two GE Ports, Fully Managed, MIL-C-38999 connectors Part Number PRV-1312-01 and three (3) each DuraNET 3825 (Ruggedized Cisco 3825 Integrated Services Router, MIL-C-3899 Connectors Part Number PRV-1313-01. This purchase is unsuitable for full and open competition for the following reasons. Parvus is the only manufacturer of the off-the-shelf militarized controller that meets MIL-STD-461 and MIL-STD-801 and that meets the minimum performance requirements. Development time for another vendor to ruggedize this component would be 6-9 months, which would have a negative impact on the MVCS project schedule, causing a slip in the delivery of the units to the LCS ship 3 and 4 Seaframe.Currently, Parvus is the only vendor for this specific part numbered item, that meets form, fit and function requirements. There are no other possible sources that can satisfy this requirement without significant additional cost, schedule risk and technical risk to the Government. Delivery will be to the Receiving Office, Naval Support Activity-Panama City (NSA-PC), Building 100, 101 Vernon Ave, Panama City, FL 32407-7018.
