- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health (NIH), Department of Rehabilitation Medicine (RMD), intends to negotiate on a sole source basis with Boston University Health and Disability Research Institute, 881 Commonwealth Avenue, Boston, Ma 02215, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 a contract for develop a detailed recruitment plan and implement a participant recruitment effort to achieve projected sample sizes for the calibration studies. The contractor will provide additional validation studies are scientifically indicated. This will need to build on previous work completed by Boston University. As such, an additional task within the current scope of work for additional validations studies was added which will include: 1. Cognitive testing; 2. Qualitative testing; 3. Additional concurrent validation studies; and 4. Situational Work Place Assessments The contractor must also meet NIH and SSA stringent security requirements including: approval of a system security plan from each contractor, tailored according to study design, documentation supporting system categorization, boundary scope, risk assessment, security (controls) assessment, business process description, privacy impact assessment, system of records notice and electronic authentication risk assessment at start of contract. The North American Industry Classification System (NAICS) Code is 541512 and the threshold is $21.0 million dollars. The anticipated period of performance will be for a base period of twelve months commencing on September 28, 2012 through September 27, 2013. The contract will be 1 option periods each for a period of twelve months commencing from September 28, 2013 through September 27, 2014. A sources sought was conducted on September 10, 2012. This notice is not a request for competitive proposals; however responsible sources may submit a capability statement of their qualifications to perform the requirement as outlined statement of work. All responses received within 15 days from the date of the publication of this synopsis will be considered by the Government as required by FAR Part 5.207. Interested parties may identify their interest and capability in writing to Mr. Brian Lind, Contract Specialist at LindBJ@cc.nih.gov. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
