Description
Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is Unrestricted. The NAICS Code for this synopsis/solicitation is 336413, Size Standard 1,000 employees. Solicitation/Purchase Request number F2K3AM2209A002 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-61, effective 13 September 2012. The Government intends to award one firm-fixed price contract for one (1) contract line item number (CLIN) as follows: CLIN 0001: Cable, Breakout Aircraft Vibration VXP On-Board Acquisition Unit (AU) DESCRIPTION: See attached specifications MANUFACTUER: Diagnostic Solutions International, LLC MANUFACTUER P/N: 420-25475 OR EQUAL QUANTITY: One (1) UNIT OF MEASURE: Each ESIRED DELIVERY DATE: 90 days ARO FOB: Destination. INSPECTION AND ACCEPTANCE: Destination. In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of lowest price technically acceptable. Offeror will be evaluated in accordance with FAR 13.106-2. In accordance with FAR 13.106(b)(1), offerors are notified that each may be required to provide documentation supporting the price, cost and/or cost realism supporting the quoted prices. Failure to furnish supporting documentation expressly requested and necessary for the agency to perform price, cost and/or cost realism analysis is grounds to reject the quote. In accordance with FAR 52.211-6(b), offers of "equal" products must meet the salient physical, functional, or performance characteristic specified in this solicitation; Clearly identify the item by brand name, if any, and make or model number; Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data; and Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause. AFFARS 5352.201-9101, OMBUDSMAN (APR 2010). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
