Description
EDD Jefferson Island Blank Schedule EDD Jefferson Island Specification EDD Jefferson Island Specification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number HSCG80-12- R-P45FG7 is issued as a Request for Proposal (RFP) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-61. This requirement is being issued as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The NAICS Code is 336611 with a size standard of 1,000. The availability is scheduled to start on or about October 1, 2012 and end on or about November 15, 2012. The Place of Performance will be at the Contractor's facility. The Government intends to award from this solicitation to the responsible vendor whose quote conforming to the solicitation provides the best value. DESCRIPTION OF WORK (a) The Contractor shall furnish all necessary labor, material, equipment and such other things as are necessary, except as otherwise specified, to perform emergency drydock repairs and alterations to the vessel, in accordance with this solicitation and the attached USCGC JEFFERSON ISLAND (WPB-1340) Specification for Emergency Drydock Repairs dated September 20, 2012, Rev-0, and Schedule of Supplies or Services. (b) Failure to read the specifications in their entirety will not relieve the quoter from the responsibility for properly estimating the difficulty or price of successfully performing the work. Failure to do so will be at the quoter's risk. ALL CONTRACTORS ARE RESPONSIBLE FOR VERIFYING THE RECEIPT OF THEIR QUOTES/PROPOSALS. REQUIRED DOCUMENTS: Each quoter shall furnish the information required by the solicitation, which includes: 1. Price Schedule filled out with a cost associated with each CLIN 2. Past Performance Documentation 3.Small Business Self Certification for applicable set-asides 4. Welding Certifications and Procedures 5. Dry Dock Certification 6. Proof of Insurance (Statement of Coverage from current Insurance carrier) Mailed and e-mailed quotes will be accepted. E-mailed quotes may be sent to Susan Kreider at susan.a.kreider@uscg.mil. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or about September 28, 2012. Work covered by this solicitation shall be completed within FORTY SIX (46) calendar days from the date the vessel becomes available to the Contractor. The performance period is from October 01, 2012 to November 15, 2012. The availability is scheduled to start on or about October 1, 2012. An arrival conference normally will be held within 48 hours of the scheduled start date. QUESTIONS AND REQUEST FOR DRAWINGS: The last day to ask questions regarding this solicitation is Wednesday September 26, 2012 at 12:00 pm EST. SCHEDULE OF SUPPLIES AND SERVICES: SCHEDULE OF SUPPLIES/SERVICES: See Schedule of Supplies and Services. Base Contract Line Item Numbers (CLINs) are marked as "D" for Definitive. Optional CLINS are marked "O" for Optional. Insert unit prices in all CLINs listed in the Schedule unless "NSP" is printed in the Unit Price column for any CLIN. "NSP" in the section means "Not Separately Priced." Refer questions Susan Kreider, Contracting Officer at (757) 628-4664. Quotes must arrive no later than 10:00 a.m. EST, September 27, 2012. Main Street, Suite 600, Norfolk, VA 23510. As per FAR 52.215-5 FACSIMILE PROPOSALS (Oct 1997), offerors may submit facsimile quotes as responses to this solicitation.
