- Notice This is not a request for quote, request for proposal, or invitation for bid. This is a sources sought for government planning purposes only. Responses to this announcement are not considered quotes or offers, and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The Government will not be held responsible for any cost incurred in response to his sources sought announcement. The General Services Administration (GSA) is seeking contractors that can provide Cafe / Concession services at the Social Security Administration's Wilkes-Barre Data Operations Center (WBDOC), located at 1150 East Mountain Drive, Wilkes-Barre, PA, 17802-7997. The contractor shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and ensure effective performance of all services. The Government currently has a contract in place for concession services at the WBDOC which will end in January 2013. The new period of performance for services shall be set for five (5) years commencing on the day specified in the Notice to Proceed. At the option of the CO, it may be extended for two consecutive five (5) year options. In no event shall the contract period as extended, exceed a period of 15 years from the beginning date of the original contract. The facility currently houses approximately 1,070 employees during three different shifts. Please be advised that this contract will be a zero dollar (no cost to the government) contract. The selected contractor shall not be responsible for remitting a 1 ½ % fee of gross sales to the Government. This fee will be waived for this location. The operator is limited to a 10% profit and administrative expenses. The Service Contract Act will be applicable. A wage determination from the Department of Labor will specify minimum wages to be paid to cafeteria employees. Hours of cafe operation will be Monday through Friday: Open 5:30 a.m. to 2:30 p.m. Closed from 2:30 p.m. to 4:00 p.m. Open 4:00 p.m. to 10:00 p.m. The Government will provide the cafe space, lighting, heating, air conditioning, and major kitchen equipment. At this time, through GSA's maintenance contracts, they anticipate responsibility for: preventative maintenance services on all SSA owned equipment, trash removal, and cleaning services of the floors and walls in the cafe. The applicable NAICS code is 722310, Concession Services, and is open to ALL interested business concerns. The anticipated contract will be competitively negotiated utilizing source selection procedures as described in FAR PART 15.3 to select the firms offering the best value to the Government in terms of technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award will be made using best-value, source-selection procedures which will be identified in the Request for Proposal. Response Information: The following information is requested in your response: (1) Identification (including name, address, phone number and DUNS number) and verification of the company to be certified by the Small Business Administration as a small business, including verification as a HUBZone, 8(a) or Service Disabled Veteran Owned Small Business, if applicable. (2) Past Experience - provide a list of two (2) concessions contracts completed (or on-going) within the last three (3) years (within the closing date of this pre-solicitation notice). If submitting information for a current contract, it must have been in place at least twelve (12) months as of the closing date of this pre-solicitation. Include a sample menu cycle over the life of the contract. An owner Point of Contact with a telephone number must be provided for all projects submitted.
