Description
This is a Request for Information in accordance with FAR 15.201 (e). The U.S Government (USG) does not presently intend to award a contract, but to obtain information for planning purposes. Background: The United States Government (USG) Missile Defense Agency (MDA) is preparing to acquire data products for a complete Counter Rocket Artillery Mortar (CRAM) system that is currently fielded and operational. This data package, when available, may be provided to industry for preparation of a response to a Request for Proposal (RFP). It is the intent of MDA to ensure acquisition of a complete data package and associated services to support industry in the development of the proposal and ultimately to procure materials and components for a rapid transition to production and fielding. Concept: The MDA is conducting a market survey to ensure all capable vendors have the opportunity to define their specific data requirements that will enable them to produce, integrate, field and maintain the entire CRAM system. The MDA will use the response to this survey to ensure a complete data package is acquired so industry may "build-to-print" and fully integrate the CRAM system for use in defense of deployed U.S. forces. This system does not operate within current USG Air and Missile Defense (AMD) architecture but would be required to do so if a decision were made to procure. The system configuration contains a missile interceptor in canister, launcher, fire control radar (FCR), and battle management center (BMC). The launchers are geographically dispersed from the radar and BMC. The interceptor has two configurations and receives in-flight updates. The system is road deployable. It can be anticipated that the system would be integrated on USG transportation platforms. Further, decisions could be made to integrate the interceptor or other combinations of the current system into current USG architecture. Requested responses: The intent of this RFI is for industry to define for MDA specific data that would comprise the Technical Data Package acquired by the USG that will enable industry to build and support the system, as well as any other data products that would be required for interface to USG AMD architecture. Respondents should provide types of data by broad categories with detailed data requirements under each category for the missile, canister, launcher, BMC, and FCR. Data requirements should assume the FCR, Launcher, and BMC would be replaced with existing USG systems, requiring the contractor to integrate the remaining system components into the USG system. These requirements should include but are not limited to both hardware and software requirements to support procurement, manufacture, assembly, test, qualification, fielding, operations, training, models and simulation, maintenance, special test equipment and disposal. Additionally, any direct engineering support to facilitate industry from the original vendor should also be identified. All responses are to be pdf electronic format only, 8.5 inch X 11 inch pages or 11 inch X 17 inch foldouts, using Times New Roman 12 pt font, with one inch margins on top bottom, and sides. Do not provide any graphics depicting your view of the system, at this stage the USG is only evaluating Technical Data Package (TDP) requirements. Provide organization name, address, and point of contact information. This Request for Information is not a commitment by the Government to award a contract and the Government will not pay any costs incurred as a result of this RFI. Respondents will not be notified of the results of any review of responses to this RFI, however, clarification of submissions may be requested by the Contracting Officer. Submit all responses to John Swan at john.swan@mda.mil no later than 14 days after publication of this RFI. MDA will acknowledge receipt of responses via return e-mail.
