- 66 Scientific Equipment & Services Instruments & Related Products Mfg for Measuring, Displaying & Controlling Industrial Process Variables The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), National Water Climate Center (NWCC) in Portland, OR, intends to award a sole source fixed price purchase order to Campbell Scientific Inc., located at 815 W. 1800 North, Logan, UT, 84321. This special notice is prepared under Simplified Acquisition Procedures in accordance with Federal Acquisition Regulation (FAR), Part 13.106-1(b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold. NWCC leads the development and transfer of water and climate information and technology, which supports natural resource conservation and is a recognized source for top quality spatial snow, water, climate, and hydrologic network of information and technology. NWCCs' functions are natural resource planning support, data acquisition and management, technology innovation, partnerships and joint ventures, as well as technology transfer. Over the past 30 years the NRCS SNOTEL and Soil Climate Analysis Network (SCAN) networks have operated on the meteor burst radio technology. SNOTEL is a mandated program by the US Congress and projects range from helping to monitor and predict the snowmelt runoff and required reservoir storage to crop water uses for NRCS. The equipment at the master stations and requirements include radios, transmitters, receivers, synthesizers, 520B meteor burst controller, RF switches, 545b transmitters, associated equipment and software. Time and elements have made it necessary to plan for and replace products/components. NWCC is in need of products/components such as dataloggers, multiplexers, transmitters, probes, pyrometers, wind monitors, various sensors, as well as refining, calibrating, programming required modifications as specified by NWCC to interface between MCC545B radios and existing dataloggers. These items help in the collecting of data from multiple Meteorburst master stations in order to obtain remote station data from SNOTEL and SCAN systems and to include power cables and communication cables. Radios and all connecting power and communication cables transmit data collected from SCAN stations and SNOTEL stations across the United States. Items are to be replacements for existing SCAN stations. Meteorburst transmitters are the primary source for transmitted SNOTEL and SCAN data used in essential engineering research and development projects with field applications throughout the USDA-NRCS. The products must be compatible to interface with existing MCC/Maiden Rock Communications equipment that exists under proprietary operating systems. A determination by the Government not to compete this proposed order is at the sole discretion of the Government. Oral communications are not acceptable in response to this notice. This is a notice and a solicitation will not be issued. NRCS will not respond to requests for solicitation copies and will not pay for information received in response to this announcement. This notice is not a request for proposals. No solicitation document is available. Information received will normally be considered for purposes of determining whether to conduct a competitive procurement for similar purchases in the future. For the purposes of this notice of intent, the associated North America Industry Classification System (NAICS) Code is 334513 - Instruments and Related Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables, Business Size Standard is 500 employees.
