- The Philadelphia District intends to award a sole source purchase order with Fish Associates, Inc. a small business, for the Development of Testing and Fitness for Service Evaluation Procedures for Ultrasonic Phased Array on USACE Bridges. The study will include field testing for assessment of previously developed procedures and refinement of the procedures for the evaluation of steel bridges. Members to be tested include bridge pins, gusset plates, and welded butt joints. Evaluation procedures for determining the suitability of members for given conditions based on testing results, or the so called Fit for Service (FFS) evaluation will also be developed under this scope. This notice is NOT a request for quotes. No contract will be made on the basis of this notice. However, all information received within three (3) calendar days after date of publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. Bonding is not required. All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on obtaining registration may be obtained by accessing the following Internet website: http://www.sam.gov. The NAICS code is 541330 and the small business size standard is $14 million.
