- Description
- USMC IMTS Cherry Point MCAS Bldg Drawings Draft CDRLs Draft Spec Draft SOW The purpose of this Sources Sought Notice is to identify potential sources for the Program Management Office for Training Systems (PM TRASYS) to remove and dispose of two existing IMTS trainers, one located at Cherry Point NC and the other at Camp Pendleton CA and replace with new IMTS trainers. To maintain a sufficient level of combat readiness in low altitude air engagements, the Low Altitude Air Defense (LAAD) community uses the Improved Moving Target System (IMTS) to conduct training in accordance with the LAAD Training and Readiness (T&R) manual and the Program of Instruction (POI). The IMTS system provides the necessary environment to learn and maintain operational proficiency in the proper techniques and skills needed to visually detect, identify, acquire, track and launch Stinger missiles against a hostile target. This effort will require offerors to provide a system that utilizes, to the fullest extent possible, commercial off-the-shelf (COTS) components in the manufacturing of the training system. The contractor shall also be responsible for providing all labor, materials, consumables, equipment, tools, and test equipment necessary to facilitate the integration of the GFE equipment into a complete training solution. Because the facility footprint where these systems reside is fixed, the Government is authorizing site visits to each location so that potential offerors may gain access to the training site and assess any potential risks associated with the installation of specific equipment into those locations. Site visits will be held as one day events only with the first site being Cherry Point NC on 4 October 2012 and the second site Camp Pendleton CA on 10 October 2012. The sites will be open from 0900 to 1200 on those dates only, with no other opportunities to visit the sites prior to contract award. Potential offerors shall coordinate site visits, at a minimum, 48 hours in advance. The POCs for coordinated sites visits are listed below. Cherry Point NC: Mr. Warren Glen, warren.w.glen@usmc.mil, 910-451-9374 Camp Pendleton CA: Mr. Luis Jimenez, luis.a.jimenez@usmc.mil, 760-725-3854 Subsequent to the site visits, the Government will conduct a half day pre-solicitation conference to be held on 31 October 2012 at MARINE CORPS SYSTEM COMMAND/PM TRASYS offices in Orlando, Florida. The office address for conference is provided below. The pre-solicitation conference will be held from 1200 to 1400 EST. Any questions concerning the pre-solicitation conference can be directed to Mr. Lee Jenkins, IMTS Project Manager, or Mr. Bill Fondriest, whose information is provided below. All questions, concerns, and information concerning this synopsis should be addressed to Major Raymond Feltham, Contract Specialist, at raymond.feltham@usmc.mil or mailed to Mr. John E. Lynch, Contracting Officer, at the contracting office listed below.
