- Provisions & Clauses DEA logo 25-30 year pin 5 - 20 year pin This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Drug Enforcement Administration (DEA) has a requirement for brass Length of Service (LOS) pins. A list of the required supply items, descriptions and quantities are provided for below: 1. Male & Female 5-year (LOS) QTY: 600 2. Male & Female 10-year (LOS) QTY: 600 3. Male & Female 15-year (LOS) QTY: 600 4. Male & Female 20-year (LOS) QTY: 600 Male/Female brass pins with cubic zirconium: 5. Male & Female 25-year (LOS) QTY: 400 (1 stone) 6. Male & Female 30-year (LOS) QTY: 200 (2 stones) Please see examples of the LOS pins attached for reference. Please note: The only difference between the male/female LOS pins is that the male LOS pins have a tack-pin on the back to put on a jacket lapel and the female LOS pins have a loop at the top for wearing with a necklace. The face of the LOS pins is the same for the male and female pins as shown in the attached illustration. Dimensions of LOS pins are as follows: 5-20 year pins: 6/8 x 5/8 inches 25-30 year pins: 1 1/8 x 13/16 inches The offeror shall provide a color illustration of the pins along with its quote for reference. The Government intends to award a single, firm-fixed price purchase order under Federal Acquisition Regulation (FAR) part 13. All applicable provisions and clauses, including FAR clauses 52.212-3, 52.212-4 and 52.212-5 are listed in Attachment 1. All sources shall submit a completed copy of the provision 52.212-3. All sources shall submit a quotation which will be evaluated. Evaluation factors other than price include: 1) Delivery - providing all of the products and quantities referenced above. Offerors' shall also provide an estimated lead-time for the requested supplies which will also be evaluated; and 2) Past Performance - Offerors shall submit a minimum of two (2) references of previous requirements in similar scope to allow the government to conduct past performance evaluations/review. Award will be based on technically acceptable/lowest price - for an offeror to be considered technically acceptable, it shall meet the delivery requirement referenced above and shall provide at minimum of two (2) past performance references in similar scope to the current requirement which will be reviewed by the government. All sources shall provide ALL OR NONE in response to this combined synopsis/solicitation. All questions and quotes shall be submitted electronically to Ryan.F.Burke@usdoj.gov. The deadline for questions is September 26, 2012 at 12:00 PM (EST). Questions & Answers will be posted as an amendment to this solicitation. Quotes are due no later than September 28, 2012 at 11:00 am EST.
