SOURCES SOUGHT ANNOUNCEMENT R13PS30003S # 13-001LC (GILDED FLICKER SURVEY PROJECT) This is a sources sought announcement for acquisition planning purposes. No formal solicitation for this work exists at this time. All eligible and qualified contractors may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. The capability statements received will be used to determine the Bureau of Reclamation's ("BOR" or "Reclamation") overall procurement strategy. The purpose of the BOR's Gilded Flicker Survey Project is to give the BOR a better idea of when and how gilded flickers are using riparian habitat so we can adequately create and manage an appropriate habitat for this species along the Lower Colorado River ("LCR"). In addition, this information combined with the breeding phenology data will help the BOR to more effectively survey for gilded flickers along the LCR and in habitat conservation areas. The study will have the following objectives: 1) determine when (what months of the year) and for what purposes (i.e. breeding, foraging, roosting etc.) the gilded flickers are using riparian habitat; 2) determine the species of trees or cacti that the gilded flickers are using to breed/roost in during the breeding season and roost in during the non-breeding season; 3) determine the local movements of the gilded flicker population that breeds in saguaro habitat within 40 miles of riparian habitat during the year; 4) determine where the gilded flickers that are present along the LCR in the fall and winter are breeding; 5) qualitatively describe general information on vocalization and behavior during different stages of the year; 6) provide quantitative data on the breeding phenology of the gilded flicker and 7) qualitatively describe general information on vocalization during different stages of the breeding season and general information on male and female behavior during the breeding season. The BOR is currently seeking firms that have proven expertise and ability to initiate this in depth study of gilded flicker seasonal movements, use of riparian habitat and breeding phenology, as well as, firms that have extensive knowledge and experience in avian research and can appropriately address research objectives. Firms that may be interested in participating in this requirement shall submit by email to J. Mitchell Brown at jbrown@usbr.gov with the following information. 1)Summary of experience in performing the required work, include list of past projects that were similar in scope and complexity to this work and names, addresses, and telephone numbers of points of contacts. Explain how the work is similar in scope and complexity. 2)Summary of key personnel that may be utilized in performing this work, include a list of the proposed key personnel and resumes and qualifications of those individuals. 3)Provide any other pertinent information that will convince the BOR that you are highly qualified to perform this requirement. Interested parties should include the following information in their response as well: Business name, address, cage code, size classification based on NAICS size standard, socio-economic classification [i.e. HUBzone, 8(a), Service-Disabled Veteran, Women-Owned, etc.], and a point of contact. The applicable North American Industry Classification System (NAICS) Code is 541620 and the related small business size standard in dollars is $14 Million. Also, the Product Service Code (PSC) for this announcement is B516. All information must be provided to J. Mitchell Brown no later than 2:00 p.m. (Pacific Time) on Wednesday, October 24, 2012. This sources sought notice should not be construed in any manner to be an obligation or commitment of the U.S. Government. There will be no contract issued as a result of this sources sought synopsis. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.
