- The Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, on a competitive small business set-aside basis, Physical Evaluation Board Liaison Officer (PEBLO) and Integrated Disability Evaluation System (IDES) support services at Naval Hospital Pensacola and its branch clinics, NHBC Gulfport, NHBC New Orleans, and NBHC Millington. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The purpose of this requirement is to obtain non personal administrative support services that include financial, legal and personal affairs counseling for Naval Hospital Pensacola. The contractor provides counseling for military personnel being processed through the Integrated Disability Evaluation System (IDES) on their rights, benefits, privileges and obligations; coordinates evaluation appointments, assists in preparing appeals, rebuttals and the assignment of service member ™s legal counsel; and, refers personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration, Defense Financial and Accounting System, and Department of Veterans Affairs. The contractor shall also provide administrative services in support of the Medical Evaluation Board Department through providing a variety of clerical and patient contact services to the MEB staff, patients and Physical Evaluation Board Liaison Officer and Integrated Disability Evaluation Services Department Head. It is anticipated that the contractor personnel will work in space provided by the Government at the Military Treatment Facility (MTF). It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation) and FAR Part 12 (Commercial Items) will apply. It is anticipated that a firm fixed price service contract will result from this solicitation. It is anticipated that the basic performance period will be 01 January 2013 through 31 December 2013, with a 30 day start-up period making award by 30 November 2012. It is further anticipated that an additional two (2) twelve-month option periods will be included for a total maximum of thirty-six (36) months of service if all options are exercised. This is 100% small business set-aside. The solicitation, N00189-12-R-Z132, is anticipated to be released by 12 October 2012 and will be made available electronically upon its release to www.neco.navy.mil.
