Senior Acquisition Advisor Washington, DC Issuance Date: 09/26/2012 Closing Date: 09/28/2012 SOLICITATION NUMBER: PSC-12-058-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. POSITION TITLE: Senior Acquisitions Advisor 6. MARKET VALUE: $123,758 - $155,500 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT & RESPONSIBILITIES OF THE CONTRACTOR: The Bureau for International Narcotics and Law Enforcement Affairs (INL) is a foreign assistance organization that provides support for a wide array of international bilateral and multilateral counter-narcotics and criminal justice programs intended to reduce the availability of illicit narcotics and support the rule of law. Through its Office of Aviation (INL/A), headquartered at Patrick Air Force Base, Florida, INL provides critical aviation support to overseas narcotics control and law enforcement/rule of law programs and, in the case of Iraq and Afghanistan, in-country air transportation for all elements of the US Embassy in Baghdad and Kabul. This support is provided via a major aviation support contract, currently held by DynCorp International, which employs more than 700 personnel. The current contract will expire in 2014 and work to solicit, negotiate, and award a successor contract must begin very soon. This extremely complex contract provides operation, logistic and maintenance support for over 205 fixed and rotary wing aircraft operating in Iraq, Afghanistan, Colombia, Peru, Bolivia, Pakistan and other austere and hostile locations. INL anticipates that the successor contract will, like the current one, be a ten-year performance award contract with fixed price, labor hour and cost reimbursement elements. It is estimated that the value of the contract could exceed $7B over its anticipated ten-year life. The leadership and management of this critical acquisition process require a dedicated resource, an individual with program knowledge, technical, and acquisition management expertise. The Senior Acquisition Advisor's duty station will be Washington, DC but will require frequent travel to Patrick AFB, FL., Relationship The Advisor will report directly to the Deputy Executive Director for Contract Management who is located in Washington. The Advisor will be required to exercise a great deal of independent judgment and authority, and will be viewed as the expert on the re-competition project. The position is part time/intermittent, but full time hours can be authorized. The position is located in Washington, DC with frequent travel to Patrick AFB, FL and overseas sites as required. Statement of Duties 1. Leads the re-competition effort, and in that capacity is the Bureau's ultimate authority on this project. Represent the Bureau in dealings with high level officials of industry, responding to their questions covering the full spectrum of technical, aviation-related, Bureau-specific, country-specific, and/or general information. 2. Is responsible for overseeing the coordination and documentation of the Bureau's internal contract requirements from INL operations in multiple countries into a single Technical Review document (TRD). The TRD is the basis for contract solicitation and is the authoritative definition of requirements against which prospective industry bidders will base their proposals, both cost and technical. 3. Develops a program plan for the execution of the re-competition process. Directs program implementation, and monitors and evaluates its effectiveness. This includes developing an agenda related to facilitating all program aspects of the solicitation and award process, which in and of itself will be an extremely complex undertaking. Revises criteria for evaluation of the program's effectiveness, and directs installation of new procedures and methods, when appropriate. 4. Establishes strategic goals and objectives for the project, proposes new program approaches and components, analyzes resource implications, and advocates acquisition of budget and staff resources needed for development and implementation of an effective mission-oriented project. 5. Leads and directs the efforts of the Technical Team members, Technical Team Advisors, and supporting administrative personnel (approximately 20 in total) in developing and implementing an effective re-compete program. Directs staff in executing all phases of the project, and in preparing comprehensive reports and analysis in order to evaluate the overall effectiveness of the project. 6. Provides program policy and planning guidance to the Technical Team and Advisors in implementing the program. Ensures staff has sufficient guidelines, and assists them in developing effective tools with which to measure program's effectiveness and to ensure compliance with all regulatory directives and procedures. 7. Develops and directs a specific program to engage in consultation with other Bureaus, agencies, and private industry officials, advocating the Bureau's position and program. Work closely with senior managers of the Bureau, including the Assistant Secretary, Deputies, the Controller/Executive Director and other Office Directors as well as the Office of the Undersecretary for Management, to ensure that their priorities and concerns are identified and addressed with respect to the long-term effects of the management of the contract and its impact on the ability of the Bureau to accomplish its mission in relation to narcotics and crime control programs abroad. 8. Works in partnership with the Department's Office of Acquisition and the Air Force's Acquisition Center of Excellence, and/or other outside professional groups, as necessary, to establish and implement an evolutionary acquisition strategy under the concept of performance-based services acquisition, incorporating lessons learned in previous acquisitions and best industry practices. Makes recommendations on development of a contract structure that provides incentives for cost effective management, innovative approaches, and improved performance, and ensures the best value for the Government. 9. Ensures effective execution of program requirements, directing teams in performing risk management assessment, and carefully evaluating program requirements for inclusion in risk management and description of work requirements. 10. Apprises the Deputy Executive Director, and other senior managers in the Bureau, of the status of the solicitation, presenting formal and informal briefings to the Bureau's senior management team, as well as other high-level officials of the Department, when required. Drafts briefing papers on the status of the project for their information, and for their use in defending the project, both within and outside the Department. The Senior Acquisition Manager is recognized as the Bureau's authoritative expert in this area, and his/her advice/counsel is sought by these officials on a frequent basis. 11. Directs and manages Technical Staff in the development, maintenance and monitoring of an integrated reporting system(s) affecting the project with functions and operations that are extensively interrelated in such areas as eradication and interdiction of drugs, public awareness, and intelligence data collection and analysis in the counternarcotics/anticrime program. 12. Conducts, on behalf of the Bureau, reviews, and evaluations of operations as they relate to the solicitation and award process to ensure the operations proceed according to plans, and analyzes, summarizes and identifies areas of concern, and recommends means of gearing operations to be more responsive to the successful completion of the project. 13. As co-chair of Source Selection Evaluation Board, works with Contracting Officer and Cost Evaluation Team Leader to integrate results of technical evaluation with the outcome of the cost evaluation. Develops recommendations on contract award for Source Selection Advisory Council and Source Selection Advisory Board. 14. Plans ahead to recognize management needs and potential problems, devises new approaches to meet them, and resolves them before they become acute; actively and creatively engages in developing or trying new approaches, broadened concepts, and improved standards, techniques, and procedures, to provide more effective service to the Controller and the Bureau's senior management team, and coordinates analysis activities with policies and operations of other service functions, as required. 15. Coordinates and supervises, as necessary, the contract transition period where the new contractor gradually assumes operations from the incumbent contractor, or the incumbent contractor gradually transitions operations from the terms of the existing contractor to the terms of the re-competed contract (depending on which bidder is ultimately selected). Minimum Qualifications: 1. US Citizen, able to obtain /maintain DOS Top Secret security clearance. 2. A Bachelor's degree from an accredited institution, preferably in the areas of business management, accounting, finance, international development, international affairs, political science, or public administration. 3. Ten (10) years demonstrated experience in planning, organizing, and directing working groups and negotiating effectively with management to accept and implement recommendations where the proposals involve substantial agency resources. This requires the ability to coordinate the work of technical specialists and resolve major conflicts in policy and program objectives as they occur. 4. Demonstrated strong verbal and written skills and an ability to present and defend complex analyses and proposals concisely. 5. Ability to complete the FSI Contracting Officer's Representative (COR) course within the first 90 days of assignment successfully. 6. Seven (7) years demonstrated experience working with and/or managing USG programs involving procurements awarded pursuant to the Federal Acquisition Regulation and USG fiscal policies to include proper use and control of various sources of government funding and completing budget submissions and strategic planning inputs. Evaluation Criteria: Factor 1 Program Management (25%) Demonstrated experience in program management especially programs involving complex technical requirements to include experience involving analytical, planning, advisory, operational, or evaluative duties Factor 2 Acquisition (25%) Demonstrated experience working with programs where Federal procurement and funding issues were involved; to include pre-procurement planning, drafting of procurement documents, proper use of available funding, initiating procurement actions, receipt and accounting of procured items and end use monitoring of items donated to the host nation government Factor 3 Interpersonal Relation (25%) Demonstrated experience in conducting meetings and discussions that justify, defend, negotiate, overcome resistance, or settle highly significant or controversial issues; to include experience coordinating and/or integrating the work of participating groups with conflicting, or undefined priorities, requiring accomplishment of major compromises in the project goals, techniques, and methodologies prior to substantial progress Factor 4 Written Communication (15%) Demonstrated independent experience writing reports, audits, memoranda, etc. in a subject matter related to the duties of the position; to include reports and decision papers having a significant impact in the program area on an international level Factor 5 Past Performance (10%) Past Performance evaluation of applicant's ability to perform under the contract (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources).
