- NASA/GSFCs Wallops Flight Facility (WFF) has an Administrative and Resources Support indefinite delivery/indefinite quantity (IDIQ) requirement for the Management Education Center (MEC) at WFF in Wallops Island, VA. NASA/GSFCs WFF intends to procure services from the Wallops Institutional Consolidated Contract (WICC) NAS5-01080 pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source. The WICC is the only source capable of meeting the requirements which could include executing training course requirements such as working with course instructors to plan and prepare for courses and executing changes to presentations; performing room setups including setup of a variety of information technology and electronics; coordinating logistical support; identifying and ordering supplies and equipment needed for program support; and conducting orientation sessions for program participants. Input into various Government financial or other information management systems may be required. Similar requirements are already within the scope of the WICC, and many similar IDIQ services for unique facilities at WFF are in the scope of the current WICC and WICC II. We are seeking to provide continuity of services that were previously performed under a NASA headquarters contract that will expire November 30, 2012. The current WICC can provide continuity of services from December 1, 2012 to February 28, 2013; in addition to the WICC extension that will bridge the period beginning February 28, 2013 until the WICC II is awarded and performance begins in approximately a year and a half. The WICC contractor is onsite and there is no concern of nonavailability of qualified personnel to perform required services. To our knowledge, the WICC is the only source that has the above demonstrated performance that meets the NASA Administrative and Resources Support requirements for the MEC. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on October 12, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
