- Description 1. This Request for Information (RFI) is issued for information purposes only and neither constitutes a solicitation nor a commitment by the government to award a contract now or in the future. Submitting information for this RFI is voluntary, and participants will not be compensated. The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. 2. The AFLCMC's Special Operations Forces and Personnel Recovery Division of the Intelligence, Surveillance and Reconnaissance Directorate is soliciting information to identify possible sources to design, produce, and integrate AC-130J Aft Cabin Training (ACT) Devices to be used at Cannon Air Force Base, NM. For the purposes of this RFI the ACT devices consist of emulating the Mission Operator Pallet (MOP) and Standoff-Off Precision Guided Munitions (SOPGM) door. The ACT Devices will expand upon current AC-130W training systems capabilities to support AC-130J aircrew training for battle management system software, fire control system software and, through operator controls, the employment of PGMs and trainable gun while tracking and engaging intended targets. 3. Essential capabilities sought: a. Simulate/stimulate full Precision Strike Package (PSP) MOP and PGM capabilities b. Simulate/stimulate full internal and external mission communication capabilities c. Develop/provide source data to allow for integration of crew communication and mission data with the AC-130J Weapon System Trainer (WST) contractor d. Vital X Software integration e. DI-GUY - Integrate scenario generator that enables simulation alterations to meet users need f. Joint Semi Automated Forces (JSAF) - Integrate government-provided software application that generates life form and air and ground vehicle entities in an interactive simulation g. Simulate all PSP EO/IR capabilities h. ASQ-236 - Integrate a simulated synthetic aperture radar i. PGM/Gun Fly-Out -Provide malfunctions/misses/faults to provide realistic mission training environment j. Distributed Mission Operations (DMO) capable k. Modify GFE C-130 door to SOPGM door configuration l. Maintenance, Operation, and Training Source Data 4. Responses to this RFI should assume no data will be furnished for this activity due to proprietary restrictions. Responses should define how necessary data will be obtained. Additionally, responses should assume a requirement for one year Interim Contractor Support (ICS) for initial maintenance. This shall include software/hardware sustainment, future growth capabilities and daily operational requirements. In particular, the government is interested in the following information: a. Proposed configuration status accounting of the ACT system, and subsystems. b. Indicate all parts and equipment necessary for the ACT system and subsystems sufficient to maintain training requirements. c. Identify a sustainable Supply Chain to include Packaging, Handling, Storage, and Transportation (PHS&T) to and from OEM/ Source of Repair/Supplies to repair the ACT. d. Provide a notional schedule from contract award clearly showing long lead procurement, development/production/integration/test, technical order development, and logistics/sustainment events. e. Your relevant experience with recent weapon system control stations involving the integration of sensors, communication systems and weapons. 5. Responses to this RFI shall be limited to 25 pages in length, not including the cover page or exhibits (including pictures within the text). Do not submit classified data. It is desirable, but not required, that responses be submitted on CD-ROM in an electronic format compatible with Microsoft Windows/Office with no macros. Two copies of the paper submittals should be submitted; this is in addition to, or in lieu of the CD submittal. If the CD contains proprietary/competition sensitive material, the CD and the cover label should be marked ‟Proprietary/Competition Sensitive Material". Paper copies must be clearly labeled ‟Proprietary/Competition Sensitive Material". Proprietary/competition sensitive material will be protected from disclosure. As appropriate, e-mail copies of the paper submittal will also be accepted. 6. Your response must be received no later than calendar 15 days after RFI release. Responses should be sent to AFLCMC/WISK, Katherine Hamblin (Com: 937-255-3594, e-mail: Katherine.Hamblin@wpafb.af.mil, Bldg 46, 1895 Fifth Street, WPAFB OH 45433-7200. Any technical questions should be directed to Jim Durlak (Com: 937-255-3212, e-mail: james.durlak.ctr@wpafb.af.mil).
