Description
Design Study Customized TA plan Contrast Tool Criteria Final Draft PWS The National Center for Education Evaluation, within ED's Institute of Education Sciences, anticipates the award of a hybrid contract to provide technical assistance on the design and conduct of rigorous evaluations to the independent local evaluators of the Investing in Innovation (i3) grantees (starting with the FY2012 cohort, possibly extending through the FY2016 cohort) as well as to assess the strength of and summarize the results of these evaluations. The purpose of i3 is to expand the implementation of, and investment in, evidence-based practices and to serve as models. Another purpose of i3 is to identify and document best practices that can be shared and taken to scale based on demonstrated success. All i3 grantees are required to fund an independent local evaluation. Scale-up and Validation grantees are expected to conduct an experimental or quasi-experimental study that meets What Works Clearinghouse evidence standards with or without reservations. The Department is interested in maximizing the strength of the local evaluations and summarizing their results. The U.S. Department of Education (ED) intends to award a 72 month contract to provide technical assistance to the local evaluators of the 2012 cohort of Investing in Innovation (i3) grantees and to summarize the results from these evaluations. The contract will also include four successive 72-month options to include four additional potential cohorts of grantees (FY 2013 through FY 2016 cohorts). Each of these options, if exercised, would begin 12 months later than the previous cohort and extend the end date of the contract by 12 months. If all four options are exercised, the total length of the contract will be 120 months. This is a full and open competition to large and small businesses.
