- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of Agency and Contracting Activity. This Justification for Other Than Full and Open Competition is executed by Acquisition Service, Frederick, MD, on behalf of the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Veterans Relationship Management (VRM) Program Management Office, Washington, DC. 2. Nature/Description of Action. This activity proposes to negotiate a noncompetitive award (sole source) with Coley and Associates, Inc. a Service-Disabled Veteran Owned Small Business (SDVOSB), for the procurement of services for the development and implementation of a comprehensive technical, web-based training (WBT) program. 3. Description of Supplies/Services. This requirement is to support the VBA VRM. VRM is charged with developing a Customer Relationship Management/Unified Desktop (CRM/UD) strategy to collect and preserve the context of interaction with Veterans in order to better understand the needs of VA clients and to offer more personalized service. VRM must develop and implement a comprehensive technical WBT program in support of CRM/UD initiatives. The purpose of this contract is to outline a collaborative approach and provide full support of the training activities to include: "Developing CRM/UD curriculum for: oInstructor-led training and simulations and oWeb-based training "Developing CRM/UD instructor-led training including materials, exercises, and instructor guides "Developing CRM/UD simulations and web-based training modules to be used stand-alone. The proposed total contract cost for the base year and one option year is estimated to be $1,355,130.03; Base Year: $995,531.47; Option Year One: $359,598.56. 4. Identification of Statutory Authority. The statutory exception permitting other than full and open competition for this acquisition is 41 U.S.C. 253(c)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5. The applicable statute is PL 109-461, Veterans First Contracting Program (codified at 38 U.S.C. § § 8127 and 8128). 5. Demonstration of Contractor's Unique Qualifications. Coley and Associates Inc., is an SDVOSB registered in VetBiz.gov. In addition, Coley is a schedule holder under the General Services Administration's (GSA's) Mission Oriented Business Integrated Services (MOBIS) and General Purpose Commercial Information Technology Equipment, Software, and Services schedules. Further, Coley has provided services to the Department of Veterans Affairs (VA) under the VA T4 (Transformation Twenty-One Total Technology) contract vehicle related to building computer-based training resources for the National Center for Post-Traumatic Stress Disorder, Vocational Rehabilitation and Employment System, Employee Education System, and VA Acquisition Academy. 6. Description of efforts made to ensure offers are solicited from as many potential sources as practicable. A notice of intent will be posted to the Federal Business Opportunities system. 7. Determination of Fair and Reasonable Prices. No award shall be made until the Contracting Officer determines the price to the Government to be fair and reasonable. This determination will be based on a comparison of the offeror's price proposal to the Government estimate, which is based on an average of rates from GSA schedule holders under an existing VA multiple-award contract. 8. Description of Market Survey. Not required per VAAR 819.7007(b). Market research was conducted and revealed numerous verified companies that offered training resources. However, these resources were directly linked to select disciplines such as building leadership skills or civil service vocations. Companies also provided training libraries (stock), but did not exhibit showcase ability to create new content in an agile fashion for unique applications as required by the VRM PMO. Coley was identified as being capable to deliver the desired services. 9. Other facts supporting the use of other than full and open competition. None. 10. Listing of Interested Sources.
