- PROJECT DESCRIPTION: The Contractor shall provide all equipment (including for safety purposes), labor, materials, tools, supervision, and other incidentals and execute all work necessary to perform road reconditioning, decommissioning, repair, replacement of culverts, clearing and grubbing, excavation and embankment, aggregate placement, rip-rap placement, placement of silt fencing, culvert repair, brushing, seeding and mulching, and related items, on a requirements basis for the Mount Rogers National Recreation Area, George Washington and Jefferson National Forests. The contract will also include supplemental equipment rental with operator in support of other severable items of work per task order as described in the solicitation. Awarded contract will be subject to the Davis-Bacon Act. This project is a 100% set-aside for small business concerns. The NAICS code is 237310; the small business size standard is $33.5 million dollars in average annual receipts. A Requirements-type contract will result from this solicitation. Awardees will receive all available work related to this contract that is not otherwise performed by grants, agreements, volunteers, or government employees, subject to the right of 3 task order refusals by the awarded contractor for work outside of the contract scope. All identified quantities of units of work listed in the Schedule of Items are ESTIMATED and are not guaranteed to be available after award. The contractor will be paid at the quoted unit pricing for actual work performed as assigned through Task Orders. Task orders will detail the location of the work, quantity and type of work, and time for performance. Minimum single task order value will be $2,000. Maximum single task order value will be $30,000. At a maximum, the total Task Orders ordered during the life of the contract will not exceed $150,000. Performance period will be 1 year from the date of award with the possibility of the exercise of one option year. PROJECT LOCATION: All sites will be within the administrative boundaries of the Mount Rogers National Recreation Area of the George Washington and Jefferson National Forests, including lands in the Virginia counties of Bland, Carroll, Grayson, Smyth, Tazewell, Washington and Wythe. SOLICITATION DOCUMENTS: Solicitation AG-3395-S-12-0003 and related documents will be issued via FedBizOpps as a Request for Quotation and will be available for downloading on or about October 15, 2012 at the website address: http://www.fedbizopps.gov/. Contractors must have an active registration in the System for Award Management (http://www.sam.gov) to receive award of a contract. A pre-bid conference will be scheduled. Details will be posted to FedBizOpps with the solicitation.
