Description
JUSTIFICATION AND APPROVAL FOR A LIMITED SOURCE AWARD UNDER A FEDERAL SUPPLY SCHEDULE 1. Contracting Activity:Department of Veterans Affairs (VA) Office of Acquisition Operations Technology Acquisition Center 260 Industrial Way West Eatontown, NJ 07724 2. Description of Action: The proposed action is for a twelve (12) month firm-fixed price (FFP) order for the renewal of software maintenance licence with Software AG. The Veterans Benefit Administration (VBA) has the Software AG products installed on the Philadelphia Information Technology Centers (ITC) International Business Machine (IBM) mainframe system Z/10. This task effort is proposed to be awarded under the General Services Administration (GSA) Federal Supply Schedule (FSS) GS-35F-5054H TO Software AG, 11190 Sunrise Valley Drive, Reston, VA 20191. 3. Description of the Supplies or Services: The purpose of this effort is to provide continued software licenses and maintenance support of the following products installed on the Philadelphia ITC IBM mainframe system model IBM 2098-B02 which processes the nationwide Veterans and dependents insurance entitlements and dividends and dispenses approximately $1.5 billion in dividends annually. "Adaptable Data Base System (ADABAS) z/OS - A database management system supporting the Insurance payment System production database. ADABAS provides efficient access to data and maintains the integrity of the database; supports applications that require very high volumes of data processing or high transaction online analytical processing environments as the Insurance Payment System. It also supports the Pre-Production database and several development databases; "Natural z/OS - a programming language that can be used with the ADABAS database product; "Natural Security z/OS - mainframe system security monitor which is an add on component of the Natural programming language used when advanced customer security is required by an application. "Entire System Server - is a middleware product "Entire X - is a middleware product used as the interface between the Insurance Payment System production database and the Insurance website "Predict - is a database design, development and management tool that is used to design and maintain an ADABAS database. The Philadelphia IBM mainframe system processes the VBA Insurance System benefits and applications for the nation's Veterans and dependents. The Software AG database management systems also operates under the IBM operating systems (OS) software routines and is an essential system software product which supports all the on-line Insurance processing applications. 4. Statutory Authority: Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. 5. Reason for Authority Cited: The only source able to meet VA, VBA, Office of Information Technology requirements is Software AG. VBA has utilized these software routines for numerous years supporting the on-line Insurance System applications and database system. The VA Insurance System is a legacy system and there are no VA strategic plans to replace the functionality of this platform that would be cost effective. The majority of the Insurance applications have been written to support the software code and routines these products utilize; therefore, it would create a major rewrite of various in-house applications to process on any other vendor products. These Software AG products listed under Paragraph three above are wholly owned and licensed by Software AG Americas and are proprietary software licenses. The VA Insurance Center has not provided any program funds to replace the functionality of this database software that has been supporting the Veterans Insurance Dividend Entitlement Program. In addition, there are no available Government resources to provide for any database transition to new vendor product; resources to support database migration from current software to new vendor product; and no system developers available to implement required code changes embedded in the existing systems applications. 6. Efforts to Obtain Competition: Market research was conducted and the details are contained in the market research section below. 7. Actions to Increase Competition: Due to the nature of this proposed action, no future competitive plans are contemplated. Until such time as the current system is replaced, future software license renewals will remain proprietary to Software AG. As such, future competition for this requirement remains unattainable. 8. Market Research: The Contract Specialist performed Market Research in June 2012 by contacting Software AG under their GSA Schedule, GS-35F-5054H. Software AG confirmed that the requied software license are wholly owned and proprietary to Software AG and there are no authorized resellers for this product. The software vendor has successfully supported these products on the Philadelphia IBM platform and there are no plans to replace the functionality of these software routines. The proposed vendor software license is available under their GSA schedule, GS-35F-5054H. There is no competition anticipated for this acquisition. 9.
