Safety, Environmental, and Construction Advisor Bogota, Colombia Issuance Date: 10/01/2102 Closing Date: 10/15/2012 SOLICITATION NUMBER: PSC-12-075-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Safety, Environmental, Construction Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Bogota, Colombia 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia. The position supports all phases of aviation and ground safety, environmental compliance, small construction and contract oversight. The program uses a robust fleet of Department of State (DOS) International Bureau of Narcotics and Law Enforcement (INL) aircraft and a cadre of personnel to support the Colombian National Police (CNP) and military forces. The goal of the counternarcotics (CN) program in Colombia is to curtail of the supply of illegal drugs from Colombia through aerial eradication of illicit crops, interdiction of refining laboratories and trafficking activities, and related law enforcement and military operations. The purpose of this position is to support three major areas within the CN programs and in the oversight of a major aviation support contract. The advisor will serve as the principal advisor to the NAS Aviation Unit (NAU) Senior Aviation Advisor (SAA) for all matters related to aviation and ground safety, the management a formal NAU Safety Program, environmental programs, and construction. The advisor will oversee the development and implementation of aviation and ground safety training and standardization, mishap statistics and interpretation, and will represent the SAA during bilateral accident investigations. The advisor will ensure that all NAU and contractor personnel comply with all US Government (USG) and Government of Colombia (GOC) safety and environmental regulations, standards, and procedures. The advisor will oversee a variety of chemical, fuel and aviation related construction and field maintenance projects and ensure in compliance with specifications, environmental, and safety standards. The advisor will manage a force of approximately 10 Field Maintenance/Construction Technicians, two Fuel and Chemical Subject Matter Experts, and one environmentalist operating at locations throughout Colombia. Duties and Responsibilities 1. Responsible for the establishment, review, coordination, and supervision of the NAU safety and environmental programs, to include policies, plans, metric reporting, and inspection criteria to assure compliance with USG, GOC, and contract performance work statement requirements. Establish and attain completion of timelines, milestones, and desired end-state goals related to aviation and ground safety, environmental, and construction issues for all NAU operations. Perform duties as a Government Technical monitor (GTM). 2. Conduct detailed review of all projects and ensures work meets regulatory and quality assurance requirements for services, maintenance, and repairs completed on a variety of fuel, chemical and aviation related construction projects. This includes, but is not limited to, equipment, storage tanks, dispensers, pumps, lines, hoses, valves, and related construction equipment. Ensure appropriate hazard and safety prevention policies are followed while work is in progress. 3. Manage a force of approximately 10 Field Maintenance/Construction Technicians, two Fuel and Chemical Subject Matter Experts, and one environmentalist at the Main Operating Base and several Forward Operating Locations throughout Colombia. Ensure all fuel, chemical, facilities, support infrastructure and associated equipment are serviceable and meet operational needs. Complete limited construction projects as needed by the program. Initiate personnel actions, oversee travel/work schedules, monitor logistical support, and ensure quality workmanship by the force. 4. As the lead NAU aviation accident investigator, will interview accident survivors, witnesses, review and analyze flight, and maintenance records, study human performance factors and operations, examine engines, systems, instruments and other aircraft parts. Will review operations procedures, flight recorders, structures, cabin safety, aircraft performance factors, airports, air traffic services, and propulsion systems to determine the factors and causes of flight mishaps. Will make recommendations as required. 5. Manage several environmental compliance projects. Monitor and review existing procedures, audit/review/ensure main bases and forward operating locations conform to documented environmental compliance obligations/policies and procedures. Recommend remediation plans for exceptions noted and coordinate with all levels of USG and GOC environmental agencies. 6. Develop and oversee the NAU safety and environmental compliance training programs including, but not limited to, instruction in hazards communication, confined space operations, respiratory protection, hearing conservation, industrial hygiene, sight protection, safety inspections, and accident investigations. 7. Submit periodic written evaluations of the contractor's activities and performance. Provide comprehensive award fee inputs to the SAA regarding the contractor's activities related to safety and environmental compliance issues. 8. Perform other duties as assigned. Relationships The advisor will serve as the principal advisor to NAU SAA and report directly to the Deputy SAA for all matters related to aviation and ground safety, environmental, and construction projects. Guideline Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. Other guidelines are derived from INL/A policies, procedures and regulations regarding aviation operations, maintenance and safety, OSHA, EPA, and Colombian labor and environmental laws. Complexity 1. Assignments include analysis of all safety-related facets of aviation operations, and involve a fleet of fixed, rotary-wing tactical, and reconnaissance aircraft, which function within an integrated program of diverse counternarcotics missions. These missions include aerial eradication, air-mobile interdiction, forward area aircraft re-supply/replenishment, sustainment, host nation aviation training, and nationalization. 2. Responsible for reviewing and determining adequacy of safety procedures associated with NAU aviation and ground operations. As such, ensures that manuals and revisions comply with USG regulatory requirements, prescribe to accepted safety practices and procedures, and furnish clear and specific instructions governing the NAU safety programs. 3. Manage the assessment of the NAU environmental compliance program against applicable USG and GOC regulations, obligations, and other industry programs, and recommends modifications as necessary. This includes working with multiple organizations to analyze their current practices related to environmental compliance and develop recommendations related to those practices. 4. Manage a workforce located in various locations and ensure the accomplishment fuel, chemical, facilities maintenance and minor construction projects. This includes scheduling, personnel management, logistical support, project timelines, and quality control. 5. Apply specialized and professional knowledge to oversee the aviation support contractor, Colombian National Police, and Colombian Army Aviation operations in multiple forward operating locations throughout Colombia. 6. Oversee multi-national/multi-cultural safety programs, plans, policies, and procedures for the NAU. Coordinate with multiple entities to include high-level US Embassy and host nation personnel and make recommendations on the implementation of all facets associated within his expertise. 7. Perform continuous analysis of interrelated issues of effectiveness and efficiency affecting the DOS Office of Aviation programs that will improve mission effectiveness and flight safety of aviation operations in support of the counternarcotics mission. Scope and Effectiveness Will perform broad and extensive assignments related to programs spanning the full range of aviation safety, environmental standards and compliance and small construction/field maintenance operations in locations throughout Colombia. Personal Contacts Will work closely with the INL/A, NAS, NAU, and personnel in other US Embassy agencies. Will maintain a close relationship with Colombian army Air Assault Division, Counter Drug Brigade, and Colombian National Police. Occasional contact will be made with members of the Ministry of Defense. Minimum Qualifications 1. U.S. citizenship, able to obtain/maintain a Department of State (DOS) Secret security and medical clearance. 2. Graduate of a DOD Aviation Safety and Accident Investigation Course. 3. A minimum of seven years of documented experience as an Aviation Safety Officer / Manager. 4. A minimum of seven years experience applying DOD, FAA, and NTSB standards in the technical field of aviation safety and accident prevention. 5. A minimum of five years experience in the application of OSHA Standards 29 CFR 1910 and 1926 and 49 CFR HAZMAT or ISO 14001 and 18001 standards; and safety standards as established by ANSI and NIOSH. 6. A minimum of five years experience managing environmental compliance. 7. Ability to read, write, and speak the Spanish language at the technical and conversational DPLT 2/2 level. 8. Proficient in Microsoft Office Suite. Preferred Qualifications • Possess an undergraduate degree from an US accredited college or university with a major in Aviation Safety, Industrial Safety, or similar focus. • Prior formal training as a Contractor Officer Technical Representative (COTR) through a DOS-recognized training facility. • Prior experience in the oversight of small to medium construction projects. Evaluation Criteria Factor 1 Oversight (30 points) Perform oversight and evaluation of all aspects of a major aviation support contractor and host nation safety and environmental programs. Oversee the NAU Safety Program in areas such as aviation, ground, industrial, vehicle, and personal safety. Submit periodic written evaluations of the contractor's activities and provide comprehensive award fee input to the SAA regarding contract fulfillment related to safety and environmental support. Factor 2 Past Performance (25 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. Factor 3 Management (20 points) Coordinate with US Embassy and host nation organizations, to ensure ongoing and planned operations and projects meet applicable USG and/or HN environmental standards. Factor 4 Construction (15 points) Manage small to medium sized construction projects. Ensure all aspects from design; project planning, materials requirements, construction, regulations, and quality. Oversee and coordinate construction related to environmental and aviation support facilities and infrastructure. Factor 5 Administrative (10 points) Develop, coordinate, and prepare staff actions as directed. Submit written reports, studies, and other documents related to safety, environmental, and construction issues that impact the NAU Program. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quoters must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award. Post-Award Ethical Responsibilities of PSC (JUN 2011) This is a personal services contract as defined in FAR 2.101. The contractor shall be subject to the same ethical requirements and responsibilities as a member of the Civil Service or Foreign Services, including but not limited to the Standards of Ethical Conduct for Employees of the Executive Branch, 5 CFR Part 2635 and Employee Responsibilities Abroad, 3 FAM 4120.
