- Description
- The Small Business Set Aside Request for Proposal (RFP) for the continued operation of the Paul Simon Job Corps Center (JCC), at 3348 South Kedzie Avenue, Chicago, Illinois 60623, will be available approximately Tuesday, October 16, 2012, on the World Wide Web at https://www.fbo.gov. The resultant contract will cover the period August 1, 2013 through July 31, 2015 plus three Government unilateral option years. Following review of contract performance, the options years are approved unilaterally by the U.S. Department of Labor. The Paul Simon JCC has a capacity of 354 students (164 residential males, 164 residential females, and 26 non-residential students). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. A Pre-Proposal conference, followed immediately by a walk-through inspection of the Paul Simon JCC facility, will be convened promptly at 11:00 a.m. local time on Tuesday, October 23, 2012 at the Paul Simon JCC facility (address shown above). Offerors are advised to wear comfortable attire and footwear and allow approximately 2 hours for the site visit. Upon entering the facility, offerors must stop at the front desk where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. Technical and contractual questions concerning this procurement will not be answered at the Pre-Proposal Conference, but will be addressed in amendment(s) to the RFP. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Time, on Tuesday, November 27, 201 2, at the following address: U. S. Department of Labor, Employment and Training Administration, Office of Contracts Management (OCM), Room 668, 230 S. Dearborn Street, Chicago, IL 60604. The U.S. Department of Labor will consider proposals from all responsible offerors. All responsible sources may submit a proposal that will be considered by the agency.
