Description
The Defense Information Systems Agency located in Fort Meade, Maryland in accordance with to the authority of 10 U.S.C. 2304(c)(1), FAR Subpart 6.302-1(a)(2)(iii)(A) - Only one responsible source and no other services will satisfy agency requirements. Intends to execute without competition a bilateral contract modification under contract HC1047-05-D-4002 (sole source, Modification 0015) to Harris IT Services Corporation to increase the current contract ceiling amount (see details below). The address for this organization is PO Box 549 Fort Meade, Maryland 20755-0549. The current contract provides a full range of (1) engineering support and (2) preventive and emergency maintenance to ensure continued extremely high reliability and availability of TS/SCI video and voice IP communications services to all the CMS users (fixed facilities, mobile units, and the network control centers), particularly the President, designated cabinet members and their staffs for crisis and day to day operations. a. Under the current IDIQ, HITSC provides engineering support as outlined below with emphasis on implementing appropriate technological improvements throughout the contract term to maximize network performance and interoperability. (1) HITSC provides engineering support for system and secure facility design, network development, integration, testing, installation of equipment and software, training of personnel, and documentation of all facets of the CMS network. (2) HITSC also provides engineering support for the design, development, integration, testing, procurement, installation of equipment and software, training of personnel, and documentation of the CMS modifications to insert new technology, replace equipment reaching end of life, or to correct defects. (3) HITSC purchases and stores equipment, parts, and materials as necessary to augment the engineering and maintenance support tasks. (4) HITSC houses and manages the CMS Development, Engineering, and Integration Lab (equivalent to four CMS sites of different types and capabilities) for engineering analyses and prototyping. (5) HITSC houses and maintains a secure maintenance access point for its use in monitoring, troubleshooting, and maintaining the CMS; (6) HITSC houses and manages a facility to stage and test equipment to be installed under active delivery orders. b. Under the current IDIQ, HITSC also provides maintenance support for the CMS as outlined below. (1) HITSC provides continuous on call emergency maintenance for all the CMS hardware and software components. (2) HITSC provides preventive maintenance for all CMS sites and mobile equipment on a regularly scheduled basis. The preventive maintenance is conducted so as to not interfere with the CMS users and their operational schedules. (3) HITSC purchases and stores materials and spare parts to support the operational and maintenance efforts. The primary purpose of this notice is to publicize this contract action prior to contract modification, as mandated in FAR Subpart 5.2 (Synopses of Proposed Contract Actions) and FAR Subpart 6.3 (Other Than Full and Open Competition). The contract type will remain Indefinite Delivery/Indefinite Quantity (IDIQ), not exceed from the original date of award (22 November 2004 ) through the current period performance 30 September 2013. The original contract action was awarded for $175M and this modification will add $45M in ceiling to the contract, for total IDIQ contract value at $225M This notice is not a formal solicitation or request for proposal.
