- 1. The purpose of this synopsis and any resulting contract award is to procure taxi and interpreter services for the United States Army Garrison (USAG) Vicenza, Italy Housing Office. These services include: 1.) transportation to and from available rental quarters; 2.) transportation to and from local utility companies; and 3.) interpretation and translation for housing customers. All contractor personnel are required to be, at a minimum, proficient in both English and Italian. Please reverence the exerpt from the Performance Work Statement (provided below) for a detailed description of the services to be provided. 2. SELECTION CRITERIA: Will be established in the solicitation. 3. TYPE OF CONTRACT: The Government contemplates awarding a single, firm-fixed price, indefinite delivery requirements contract. 4. ANTICIPATED AWARD DATE: 30 November 2012 5. PERIOD OF PERFORMANCE: Five (5) years, consisting of one (1) base year with four (4) option years. 6. PERFORMANCE WORK STATEMENT EXCERPT: 4.1 Basic Services: The Contractor shall provide taxi transportation and interpreter services to military, civilian and contractor personnel. Housing customers may request taxi-interpreter services to view available rental units, including Government-owned units, Government-leased units and privately leased units, to perform inspections of furnished and unfurnished privately leased units, as well as requesting representation during the activation and de-activation of utilities for privately leased units. 4.2 Taxi and Interpreter Service to Available Rental Properties: 4.2.1 Transportation: The Contractor shall provide pick-up and return transportation for customers to the USAG Housing office or Caserma Ederle, Bldg 108-Davis Hall. The Contractor is authorized to pick-up a maximum of three appointments for property showing, property inspection and/or utility service transportation at the same time. 4.2.2 Property Showing and Interpretation: The Contractor shall accompany customers to provide an explanation of each property's components and answer any housing-related questions the customer(s) have during the tour of the available rental unit or Government-leased quarters. The Contractor shall also provide housing-related interpretation and translation services requested by the customer during the tour. At the conclusion of each appointment the Contractor shall complete a Taxi and Interpreter Appointment Form, as provided in Attachment 1 of the PWS. Each Taxi and Interpreter Appointment form shall be signed by the Contractor and the customer and turned in to the USAG Housing office at the completion of each workday. 4.2.3 Unfurnished Rental Property Inspection and Interpretation: The Contractor shall perform a thorough inspection of each unfurnished property with the renter and owner. The Contractor shall document in detail the condition of the property on the Private Rental Property Inspection Form, provided as Attachment 2 to the PWS. The contractor shall use the digital camera provided as Government Furnished Equipment to photograph each area of the property where damage is recorded. The Contractor shall also show the occupant the location of all utility meters and explain to the occupant how to operate heating unit controls and maintain the water tanks. At the conclusion of each appointment the Contractor shall complete a Taxi and Interpreter Appointment Form, as provided in Attachment 1 of the PWS. Each Taxi and Interpreter Appointment form shall be signed by the Contractor and the customer and turned in to the USAG Housing office at the completion of each workday. 4.2.4 Furnished Rental Property Inspection and Interpretation: The Contractor shall perform a thorough inspection of each furnished property with the renter and owner, and document in detail the condition of the property on the Private Rental Property Inspection Form, provided as Attachment 2 to the PWS. The contractor shall use the digital camera provided as Government Furnished Equipment to photograph each area of the property where damage is recorded. All furniture provided by the owner shall be documented on the Landlord's Personal Property Inventory Form, provided as Attachment 3 to the PWS. The Contractor shall also show the occupant the location of all utility meters and explain to the occupant how to operate heating unit controls and maintain the water tanks. At the conclusion of each appointment the Contractor shall complete a Taxi and Interpreter Appointment Form, as provided in Attachment 1 of the PWS. Each Taxi and Interpreter Appointment form shall be signed by the Contractor and the customer and turned in to the USAG Housing office at the completion of each workday. 4.2.5 Utility Services Representation and Interpretation: The Contractor shall represent the renter and provide interpretation services during the activation and de-activation of utility services. At the conclusion of each appointment the Contractor shall complete a Taxi and Interpreter Appointment Form, as provided in Attachment 1 of the PWS. Each Taxi and Interpreter Appointment form shall be signed by the Contractor and the customer and turned in to the USAG Housing office at the completion of each workday. 4.3 Transfer of Property Photos: One compact disc-rewritable (CD-RW) will be issued for each property listed with the USAG Housing office. The Contractor is responsible for the transfer of all property damage photos from the GFE digital camera to the property's CD-RW. The Contractor shall perform the transfer of photos within one week of the property inspection. --END OF EXCERPT-- 7.
