Description
Limited Sources Justificationv2 for Army Combat Survivor Evader Locator (CSEL) radio system and infrastructure support FAR 8.405-6(a)(1)(i)(B) -- Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services for this unique and highly specialized CSEL equipment such as unique depot repair and test bed capabilities, and proprietary knowledge to satisfy the requirements for the base and two (2) one year option periods. The US Army requires a contract that will provide for engineering, integration, logistics, and operational support of the Army Combat Survivor Evader Locator (CSEL) radio system and infrastructure support. As fielding of the CSEL handheld radios approach completion, transition of the system to long-term sustainment requires support from the original equipment manufacturer (OEM) to ensure continuing hardware repair services, systems integration expertise, Information Assurance (IA) support, technical publications maintenance, and technology insertion of capabilities to keep pace with the evolution of the joint CSEL architecture. The AN/PRQ-7 radio is used by isolated soldiers to facilitate highly effective search and rescue missions, both in peacetime and in wartime. These radios are used in Operation Enduring Freedom (OIF and OEF), and in other operations, worldwide. The base requirement with option periods is to procure engineering, integration, logistics, and operational support of the Army Combat Survivor Evader Locator (CSEL) radio system and infrastructure over a thirty-six month period inclusive of this Option Period 1, task order 02FM21110506, modification 03 under the authority of FAR 8.405-6(a)(1)(i)(B) where o nly one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
