- Attachment 1 - Instructions to Interested Parties Sources Sought and Request for Information (Contractor Owned Contractor Operated) The Defense Logistics Agency (DLA) Distribution is issuing this Sources Sought Announcement for planning purposes only. DLA Distribution is planning to establish a distribution support capability in Bahrain to serve as the primary conduit for sustainment cargo in support of the fleet. The purpose of this Source Sought (SS) is to determine if there are commercial sources capable of providing, maintaining and operating a Contractor-Owned/Contractor Operated (COCO) distribution and warehousing facility in Bahrain 24 hours a day, 7 days a week, and meet performance standards. The distribution mission in Bahrain would consist of the Material Processing Center (MPC), receipt, store, inventory and issue of material to include Hazardous Material (HAZMAT), Consolidated Hazardous Material Reutilization & Inventory (CHRIMP), inbound container receipt, outbound container shipment and delivery, trans-ship/cross-dock packages, perform special projects for an estimated 20,000 different items/SKUs and transportation and delivery of material to and from a facility located in Bahrain including local delivery of material. DLA's Warehouse Management System: Distribution Standard System (DSS) would be used for all assigned ships home-ported in Bahrain, tenants and any additional assigned visiting ships to the local geographical area. General scope of this requirement is to provide information on: (A) indoor and outdoor storage space; (B) security; (C) information technology infrastructure (cabling and power) and telecommunications; (D) operations - receipt, store, inventory, issue, trans-ship/cross-dock, package, perform special projects for an estimated 20,000 different items/SKUs and transportation and delivery of material to and from a current facility located in Bahrain including local delivery of material, workforce and Material Handling Equipment (MHE) requirements/capabilities and a timeline to begin operations.
