Description
The Government is seeking a Combat Vehicle Crewman (CVC) Helmet with an increased level of protection for the mounted Soldier. A Performance based Specification (AR/PD 12-03) for this Advanced Combat Vehicle Crewman Helmet (ACVC-H) Shell, utilizing the same internal geometries as the existing platform while integrating detail elements of the existing CVC Inner Helmet Assembly Drawings. The Army Contract Command - Aberdeen Proving Ground is seeking to award contracts in support of Product Manager- Soldier Protective Equipment (PM-SPE) for the ACVC-H shell. This proposed procurement is Unrestricted. The Government intends to procure through Simplified Acquisition Procedures (commercial items) under NAICS 315999 with a small business size standard of 500 employees This is a competitive acquisition for the award of up to six (6) initial Firm Fixed Price (FFP) contracts, down-selected to award up to three (3) FFP Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. This requirement will be competed on a full and open basis. The Government reserves the right to award multiple contracts. The Government's award decision will be made on a Lowest Price Technically Acceptable (LPTA) basis. The contracts will be firm fixed price definite contracts. All responsible sources may submit a proposal to be considered by the agency. The solicitation shall be provided in an electronic format, free of charge. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. Contractors' requests for this solicitation will be performed through ASFI (https://acquisition.army.mil/asfi/). Contractors must be registered in the Central Contractor Registration (CCR) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the Business Partner Network site in the CCR link at https://www.ccr.gov/. Contractors are also required to complete online representations and certifications at the Online Representations and Certifications Applications (ORCA) portal at https://orca.bpn.gov/, prior to the RFP closing date. Issuance on or about 14 June 2012; proposals due on 16 July 2012.
