- This document is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested, and a written solicitation will not be issued The proposed contract action is for supplies or services for which the Government intends to solicit competitive offers. Interested persons may submit offers, and all eligible offers received prior to the date specified in FedBizOpps will be considered by the Government. The NAICS code is 532490 and the size standard is $7.0 Million. This action is 100% set aside for SDVOSB concerns. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-61. Only emailed requests received directly from the requester are acceptable. Vendor/Contract shall supply a 500KW generator with 100 feet of cables to the optional Automatic Transfer Switch, Building 520. Generator shall start automatic with loss of normal power (10 seconds or less). B. Vendor/Contractor shall supply a 500KW generator with 2 sets of 100 feet of cables. Generator shall supply 480 volts and 600 amps. C. Vendor/Contract shall comply with all the OSHA, NFPA 70, NFPA 110, and bay area quality board requirements for generator and electrical installation. FAR 52.212-2 -- Evaluation -- Commercial Items (Jan 1999). (a) Offerors will be evaluated to the extent they can provide software that meets the specifications listed in the attached Statement of Work. The Government intends to make one (1) award from this RFQ. The Government will award to the lowest priced, responsible, offeror that meets the following salient characteristics: Items to be considered for award must: 1.be 500KW and set for 277/480 volts output. 2.be trailer mounted with belly tank for fuel ( approx 600 gallons). 3.Be fit for providing emergency power to building 520, psychiatric facility, which is a 24/7 patient care facility. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (d) The Contracting Officer will evaluate proposals on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.
