Description
This synopsis is published for information purposes only. No response to this posting is required. Army Contracting Command - Aberdeen Proving Ground intends to solicit and award a 24 month, Firm-Fixed-Price contract with a projected contract value of $8.46M, as a sole source action directed to Northrop Grumman Systems Corporation, 1580B W Nursery Rd MS B585, Linthicum Heights, MD 21090-2202, in accordance with FAR 6.302-1 and 10 USC 2304(c)(1), One Responsible Source, for the acquisition of supplies and services for Tobyhanna Army Depot. This contract will provide Tobyhanna Army Depot with the capability to establish organic-level capability and perform organic depot-level sustainment for the selected STARLite Synthetic Aperture Radar/ Ground Moving Target Indicator (SAR/GMTI) System Line Replaceable Units. The organic depot-level sustainment capability shall consist of the specified data, material elements and training that are required to implement a depot-level sustainment program at an organic depot. The material elements are specified below, including the tools, facilities, Test Measurement and Diagnostic Equipment (TMDE), Automatic Test Equipment (ATE), Test Program Sets (TPSs), software, mounting fixtures, test fixtures, test stations, and/or other special equipment required to establish this capability. The Government requires the following depot support deliverable test equipment, in the same configuration of test equipment currently used by Northrop Grumman: one system test bench, including radio frequency chamber; one electronics assembly test bench; one power supply test bench; and, one interface test adapter for environmental stress screening. Additionally, the Government requires the training materials/documentation provided with the test equipment by the test equipment manufacturers and on-the-job training. Tobyhanna Army Depot Technical Writers will be supported in the development of additional training documentation. Northrop Grumman is the original designer, developer, and producer of the STARLite system, and is the only known source with the capability to manufacture the SAR/GMTI system, initial spare parts, test equipment, and provide the required engineering support. The Government does not possess technical data (drawings or specifications) that completely define form, fit, and functions (F3) of the items being procured. Additionally, the F3 of the STARLite test equipment is not defined in any nationally recognized industry standard or specification. The assigned solicitation number is W15P7T-12-R-C807. The anticipated posting date for the solicitation will be on or around 16 October 2012. The anticipated closing date will be on or around 31 October 2012. All responsible small business sources may submit a proposal which shall be considered by the agency.
