Description
SOURCES SOUGHT - UNITED STATES BANKRUPTCY COURT, NORTHERN DISTRICT of ALABAMA, TUSCALOOSA, AL I. GENERAL This is a Source Sought Synopsis announcement, issued for market survey for information only to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. General Services Administration - Public Building Services - Region 4 - Acquisition Management Division - Small Projects Branch has been tasked to solicit for and award a project to include Design-Build/Renovation for Removing and Replacing Stone Floor Sealant for the United States Bankruptcy Court, Northern District of Alabama. Proposed project will be a Fixed-Price contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to solicit interest, capabilities, and qualifications of Service-Disabled Veteran Owned Small Business (SDVOSB) and HUBZone to compete and perform a fixed-type contract. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. II. REQUIREMENT DESCRIPTION Description of Work - In order to fix the damage done to the floors and conference tables, the contractor must refinish the surfaces and apply a sealant that is more durable and easier to maintain and resistant to acidic nature of coffee and other beverages. The contractor shall grind and diamond hones the terrazzo and marble floors and table to remove the existing finish. The contractor shall apply new matte finish, topical sealer to 23,00sf of terrazzo floors on the first and second levels (including 3000sf in the holding cell areas), marble floors, and marble conference room table. All work will be conducted after regular business hours allowing the facility to remain fully operational for business each day. NOTE: The contract or shall comply with the drawings and specifications provided by the Architect of Record of the construction of the building in respect to the floor treatments, finishes, products, and care. The North American Industry System (NAICS) code for this effort is 238330 (Flooring Contractors) and the Small Business Administration (SBA) size standard of $33.5 million dollars. In accordance with (IAW) FAR 36.204(c), the estimated cost range is between $100,000 and $250,000. III. SUBMISSION REQUIREMENTS Experience on similar projects is required for submitting a response under the sources sought. Similar is defined as new construction, repair and alteration, or modernization of federally owned or leased government buildings and/or courthouses. SUBMISSION SHALL BE LIMITED TO TWO (2) SINGLE-SIDED PAGES AND SHALL INCLUDE THE FOLLOWING INFORMATION: 1. CONTACT INFORMATION - Name, Address, Point of Contact, Phone number, and email address. 2. BUSINESS TYPE - Indicated business type. 3. CAPABILITY STATEMENT - Include capability to execute "similar" work. Provide a brief description of the project, customer name (include point of contact), project duration, and dollar value of the project. Provide at least three (3) projects performed within the past five (5) years. 4. BONDING CAPACITY - Construction bonding level per contract and aggregate bonding level, both expressed in dollars. IV. SUBMISSION DEADLINE AND METHOD Interested Offerors shall respond to this Sources Sought Synopsis no later than 10:00 a.m. (EST) on 17 October 12. All interested contractors must be registered in the System for Award Management (SAM) at https://www.same/gov/sam to be eligible for award of Government contracts. Responses shall be submitted electronically via e-mail to Erika Wilburn-Campbell, Contract Specialist, at erika.wilburn-campbell@gsa.gov. Oral communications, telecommunications, and faxed inquires or comments are NOT acceptable as a response to this notice. Only e-mail responses will be acceptable.
