Description
Project Manager, Soldier Protection and Individual Equipment (PM-SPIE) of the Program Executive Office Soldier, Fort Belvoir, VA 22060 is seeking information from NIJ 0101.06 (Ballistic Resistance of Personal Body Armor) approved laboratories in the United States. It is the intent of PM-SPIE to determine facilities ballistic and non-ballistic testing capabilities. Background. An operational need exists to provide the Soldier the best personal protective equipment available. The capability to test this equipment is paramount to meeting this mission. The objective of this RFI is to gather information on current capabilities of submitting laboratories to meet the testing capabilities on the attached list and to become aware of any additional or unique capabilities that we may want to incorporate in the future. Submission Information: All interested vendors shall respond to the RFI by submitting the below information by 26 October 2012: - Completed spreadsheet Test Capabilities Checklist (attached) and any additional information that laboratories consider relevant to the submission. Proprietary information should be clearly marked and will not be disclosed outside the U.S. Government. - Copy of signed letter of notice of NIJ-approved Laboratory Status (NIJ 010.06) and any other current or previous NIJ approvals - Prior experience in testing protective equipment, experience of personnel involved and any other pertinent information regarding your submission. Also provide detail of any other testing certifications of approvals, e.g. Army Testing Command approval. - Business name, address, business size and point of contact information (name, email and phone number). - Commerciality information, if applicable, such as availability of tests or services in the commercial market place, customary practices (i.e. customizing, modifying or tailoring tests or services to meet customer needs and associated costs, warranty, type of contract, discounts, buyer financing etc.) (See Federal Acquisition Regulations (FAR) 2.101 for Commercial Definition) or indicate these tests or services are solely provided for Government use. Interested sources should submit the requested information not later than October 26, 2012 via email ONLY to patricia.m.cuff.civ@mail.mil. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), ATTN: Patricia Cuff, Contract Specialist, Team Soft Armor, by email at patricia.m.cuff.civ@mail.mil. The Government does not guarantee that this RFI will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be advised if and when the Government decides to pursue a formal RFP or solicitation via Army Single Face to Industry (ASFI).
