Description
RFI Number: M00264-13-I-1301 Subj: Request for Information (RFI) for the Training and Education Command (TECOM), Marine Air Ground Task Force Training and Education (MAGTFTE) Standards Division, Quantico, VA. The purpose of this RFI is to conduct market research which will be used to formulate an acquisition strategy to provide Certified Athletic Trainers (ATs) to work in support of the Marine Corps' Sports Medicine and Injury Prevention (SMIP) program. The Naval Medical Logistics Command at Fort Detrick Maryland will issue the solicitation for this new requirement. The qualifying NAICS code for this effort is 621999. The purpose of the SMIP program is to reduce attrition and lost work days associated with musculoskeletal injuries. The SMIP program has been in place in USMC Entry Level Training (ELT) sites since 2003 and is being considered for expansion to operational units in the following locations: Camp Lejeune NC, Camp Pendleton CA, Twentynine Palms CA, Hawaii and Okinawa, Japan. The units to be served will include infantry battalions. Contractor support for an anticipated eighteen (18) ATs is required to meet this requirement. Duties of the ATs will include: (1) Providing physical performance enhancement services and advice to the assigned units, (2) In collaboration with existing operational medical assets, provide early injury identification, treatment and rehabilitation services, (3) Provide functional movement screenings (4) Provide mild Traumatic Brain Injury (mTBI) Management Support, (5) Assist in the development of physical training programs, and (6) Perform unit training instruction. Contracted ATs shall: Possess a minimum of a Bachelor's Degree, Master's Degree preferred; be certified by the National Athletic Trainers Association Board of Certification (NATABOC); have successfully completed an accredited Athletic Training Program. ADDITIONALLY, contractors will be required to be certified as National Strength and Conditioning Association Certified Strength and Conditioning Specialists AND be certified to administer Functional Movement Screens. In the execution of their duties, contractors will be frequently involved in demonstrating exercises/workouts and providing guidance and body composition advice to commanders and Marines. Contractors must possess a level of physical fitness sufficient to perform these duties. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent's General Services Administration (GSA) schedule or Seaport-e IDIQ, or attached file of same, if applicable; (3) Citation of any current or past performance related to the PWS objectives (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (5) other material relevant to establishing core competencies of the firm.
