- Action being approved: Task Order entitled: National Opportunity to Improve in ESRD Description of services required: The objective of this RFTO is to reduce HAIs in ESRD patients through the implementation of a comprehensive unit-based safety program designed to improve the quality of care for these patients. The contractor shall: Implement and evaluate the change package (Comprehensive Unit-based Safety Program) developed under the current ACTION I Task Order; (2) Disseminate the findings of the program through publication and conference presentations. Identification of the exception to fair opportunity: The order will be issued directly to HRET because it is a logical follow-on to an order already issued under the ACTION I Master IDIQ Contract. All awardees were given a fair opportunity to be considered for the original order. The original order is Health Research & Educational Trust (HRET) Task Order #9 - Improving Infection Control Practices in End State Renal Diseases (ESRD) Facilities. The purpose of this task order is to implement and evaluate the change package developed under the current task order (the Comprehensive Unit-based Safety Program for ESRD Facilities) in a set of ESRD Facilities. The Contracting Officer determines that the anticipated costs to the Government will be fair and reasonable. The Contracting Officer certifies that this justification is accurate and complete to the best of the contracting officer's knowledge and belief. It is determined that this task order will be not be competed in the interest of economy and efficiency as it is a logical follow-on order to an order already issued under the contract.
