Description
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting a requirement for dockside repairs to NOAA Ship RONALD H. BROWN. The RONALD H. BROWN is 274 feet long overall, and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services at Contractor's Facility; Annual Fire Fighting Systems Certification; Miscellaneous Steel Repairs; Rescue Boat Davit Overhaul; Annual Life Raft Certification; Fuel Oil Purifier Renewal; Switchboard and Electrical Equipment Cleaning; Ventilation Cleaning. OPTION ITEMS: Pilot House Deck Renewal; 03 Level Deck Renewals; Air Conditioning Chiller Plant Renewals. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be 49 calendar days, with a start date on February 28, 2013 and a completion date on April 18, 2013. The place and date for an inspection of the ship is November 6, 2012 at 10:00 A.M. (local time), at the Charleston Marine Support Facility, 1050 Register Street, Charleston, SC. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer at 843-297-3426 or by email at Jamie.A.Lecompte@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the Charleston Marine Support Facility. This procurement is being issued on an unrestricted basis; large businesses will be required to submit a subcontracting plan. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15; the RFP will be issued on or about October 26, 2012 with proposals due on or about November 26, 2012. The anticipated award date is January 8, 2013. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the lowest priced, technically acceptable offer. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
