- The Network Contracting Office (NCO) 22 has a requirement for Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for Construction Services. This includes work performed for the following VISN 22 Veterans Affairs Medical Centers (VAMC): "5901 East Seventh Street, Long Beach, CA 90822 "11301 Wilshire Blvd., Los Angeles, CA 90073 "16111 Plummer St., North Hills, CA 91343 "11201 Benton St., Loma Linda, CA 92537 "3350 La Jolla Village Drive, San Diego, CA 92161 "6900 North Pecos Road, North Las Vegas, NV 89086 The overall contract work may consist of but not limited to the following general project categories: Construction, repair and alteration of various facilities; interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, utilities and electrical infrastructure, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, painting, storm drainage, limited environmental remediation, construction of new facilities, demolition of facilities, and other related work. Solicitation documents will be available electronically on or about Thursday, October 18, 2012, at the following website: www.fedbizopps.gov. Offerors should search for solicitation VA262-12-R-1612 to access solicitation documents and any Amendments. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS. A Pre-Proposal Conference and Site Visit shall be held, date/time/location to be provided in the solicitation. The NAICS code for this solicitation is 236220 with a small business size standard of $33.5 million. This contract will have a base award period of performance not-to-exceed 1 year and four one-year option periods. The total contract period, including options, shall not exceed five (5) years. The estimated overall value of the contract is not-to-exceed $400,000,000.00 over five (5) years. This acquisition is solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business Set-Aside. Offerors must be listed as "verified" in the Vendor Information Pages at www.vetbiz.gov, and be currently registered including completing online Representations and Certifications at the System for Award Management (SAM), www.sam.gov. Pricing evaluation for IDIQ contracts will be based on all contractors concurrently proposing on a single Sample Project. Specifications and drawings will be uploaded as part of this solicitation. This solicitation will utilize procedures in accordance with FAR 15, Best Value Trade-off Process and it is anticipated that multiple IDIQ contracts will be awarded. Proposal submission instructions will be included in the solicitation package. The Government reserves the right to award without discussions. No hardcopies of this solicitation will be provided.
