Description
The Department of Education, Federal Student Aid (FSA) contemplates award of a contract to support operations and maintenance, enhancements, and other information technology activities for an Internet/Intranet portal or website. The purpose of this Sources Sought announcement is to conduct market research to identify parties having an interest in, and having the capable resources to support this requirement. This notice is to perform services under 541510 (Custom Computer Programming Services) North American Industry Classification System (NAICS). This is NOT a solicitation for proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: 1. The availability and capability of qualified small business sources: a. HUBZone, and b. Service-disabled-Veteran Owned 2. Each respondent's size classification relative to the North American Industry Classification System (NAICS) for this proposed acquisition. Any responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible/appropriate. FSA anticipates that work will be performed under a possible Indefinite Delivery Indefinite Quantity (IDIQ) contract. As such, there will be additional Task Orders (TO) following award of the initial contract. FSA anticipates responses from interested parties with demonstrated comprehensive understanding of required tasks to meet the stated performance objectives and an ability to provide all functional capabilities to performance in each technical area, as follows: 1) CMMI Level III certified. 2) Transition time required (number of days) 3) Ability to Perform Website Maintenance in a Java environment. 4) Ability to provide End User Technical Support. 5) Ability to serve as a technical liaison in a multi-vendor-environment. 6) Ability to migrate from a JAVA environment to a.net environment. 7) Make recommendations which labor categories, including job descriptions and minimum qualifications and/or education necessary to perform the work.
