Description
The U.S. Army Corps of Engineers, Memphis District has a requirement for constructing the Lower Cache River. The work generally consists of furnishing all plant, labor and materials for constructing the Lower Cache River, AR 1135 Project, Plug Removals 1, 2, and 3; Weirs 1, 2, and 3; and Cross Ditch Closure. For the plug removals, material will be excavated and moved to spoil pile areas that will open up the historical meander of the river. The weirs will be downstream of the plug removals and construction will consist of earthwork excavation and placement of filter material, R90 and R2200 riprap. The material excavated for each of the three weirs shall be placed back into the existing channel. Cross ditch closure construction will consist of excavation to elevations where a cross ditch closure between the river and the old meander will be constructed and protected with selective placement of filter material and R90 riprap. The material excavated for the cross ditch closure shall be placed in spoil pile areas. The water elevations in the Lower Cache River are for the most part controlled by the back waters of the White River. These water elevations may vary greatly during the construction season. The approximate width of the Lower Cache River is 200 plus ft. The majority of the Rip Rap placement for this project will be subaqueous Rip Rap placement. The work shall be located along the Lower Cache River approximately between 3 and 7 miles upstream of the mouth of the Lower Cache River where it discharges into the White River at the City of Clarendon, Arkansas. This procurement will be advertised as unrestricted using Lowest Price Technically Acceptable evaluation approach. It is issued under NAICS code 237990.The estimated value of the proposed work is between $1,000,000 and $5,000,000. Contractors must be registered in the Systems for Award Management at https://www.sam.gov/portal/public/SAM (SAM, formerly Central Contractor's Registration, or CCR). The Request for Proposal (RFP) issue date will be on or about October 19, 2012 online only through Federal Business Opportunities (FedBizOpps); therefore request for this solicitation will not be honored. Request for this solicitation must be made by registering through FedBizOpps at https://www/fbo.gov. Once registered, vendors, plan rooms and printing companies will be able to download this solicitation on or after the anticipated issuance date.
