- TYPE: Sources Sought KEYWORK/REFERENCE#: F2E3CE01013WWTP TITLE: Wastewater Treatment Plant Operations CLASSIFICATION CODE: M-Operation of Government-Owned Facilities NIACS CODE: 221320 - Sewage Treatment Facilities The Air Force 49 th Wing and the 49th Contracting Squadron is currently seeking sources for a service requirement for Wastewater treatment facility operations at Holloman AFB, NM. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict 49 CONS to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the 49 CONS to determine potential sources capable of fulfilling all requirements associated with Wastewater Treatment facility services on Holloman Air Force Base (HAFB). REQUIREMENT: Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services, except those specified as government furnished in the Performance Work Statement, necessary to perform Wastewater treatment facility operations. Operations shall be conducted in order to provide continuous, cost effective and efficient treatment of all wastewater delivered to the facility. The plant, an Extended Aeration Activated Sludge Treatment Plant with a design capacity of 1.5 Million Gallons Per Day (MGPD), with an average flow of 1.0 MGPD, will operate 24 hours a day, 7 days a week. The plant serves a population of 10,000 plus. Such operations shall include general operation of plant equipment, valves and piping, sampling and lab analyses, waste and effluent disposal, and other related services. Facility operations and effluent discharge practices shall comply with all applicable federal, state and local regulatory standards, including the national Pollution Discharge Elimination System (NPDES) permit requirement. In the performance of the operation and maintenance of the WWTP the contractor shall, adhere to all applicable OSHA, NIOSH, AFOSH (Air Force Occupational Safety and Health), Holloman Fire Prevention Guide for Contractors, state mandated requirements and operator certifications. WWTP services shall cover -Preventive Maintenance Inspection (PMI) Program -Corrective Maintenance -General Wastewater Treatment Plant Operations -Maintain Wastewater Collection and Pumping Systems -Sampling and Laboratory Analysis Firms responding to this sources sought notice are also requested to provide the 49 CONS with capability statements, which need to include at a minimum: -Company Name -Point of Contact Name and Number -Registry in System for Award Management (SAM) -Business Status (8(a), Small, Hubzone, Woman-owned, etc.) -Commercial and Government Entity (CAGE) Code -Capabilities statement should be submitted via e-mail to all of the following: glenn.bridges@holloman.af.mil and sally.roberts@holloman.af.mil no later than 1:00 p.m. mountain standard time (MST) on Monday, 15 Oct 2012.
