- Ocean Services Sources Sought Notice United States Postal Service OCEAN SERVICES SOURCES SOUGHT NOTICE October 4, 2012 Surface Transportation CMC Non-Mail, Ocean, and Rail Team OCEAN SERVICES SOURCES SOUGHT NOTICE I. Purpose: This "sources sought" notice is to request information for planning purposes only. This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to solicit responses from interested suppliers to determine which are capable of providing the potential services described. II. Description of Services Sought: The U.S. Postal Service may have a potential need to procure ocean services to several U.S. possessions and other international geographical locations for transportation of mail and mail transport equipment. It is important to understand the sources available that can meet potential future demands. The purpose of this "sources sought" notice is to solicit responses from interested suppliers to determine which are capable of providing potential ocean transportation services for the U.S. Postal Service for the lanes identified in Attachment A (USPS Service Lanes). A statement of the general work requirements is also attached in Attachment B (USPS General Statement of Work Requirements). Suppliers should complete Attachment C (Interest & Capability by Lanes) and submit their supporting documentation via email to: III. Services may be required daily, including holidays. The services and the number of trips set are purely based on the needs of the Postal Service. The frequency and the number of trips vary without a discernible basis on which to project an estimated frequency or estimated annual number of trips. The Postal Service determines the estimated number of trips at the time of the solicitation. The guaranteed annual trip is the basis for calculation of indemnity liability, if any, should the contract be terminated or services curtailed for postal convenience. In order to meet its transportation needs, the Postal Service reserves the right to utilize the excess space on other transportation to move the lane points identified in Attachment A. When the Postal Service issues a solicitation for ocean services, the following are the major requirements titles that are listed in the Statement of Work: •Ø Schedule, Frequency and Service Requirements •Ø Work Requirements, identifying loading and unloading procedures. •Ø Vehicle Requirements and Specifications •Ø General Requirements and Prohibitions, identifying sanctity of mail; extra trips; protection of mail; appearance of equipment; alcohol and/or drugs; weapons & explosives; etc. •Ø Liability for Equipment Damage and Repairs •Ø Screening / Identification Requirements •Ø Insurance Requirements •Ø Other ATTACHMENT C USPS Ocean Services Sources Sought "Interest and Capability by Lanes" Please provide the following information by each lane along with supporting documentation.
