Description
Request for Information - Homeless Program Advisory Services The United States Department of Veterans Affairs' Technology Acquisition Center is seeking sources to provide Homeless Program Advisory Services. The intent of this Request for Information is to collect information from the public sector that will assist the Department of Veteran Affairs (VA) develop a strategy for Veteran Health Administration (VHA) Homeless Programs Office, VA Central Office to: engage subject matter experts to advise, offer recommendations, and to perform specific tasks as they relate to oversight of VHA's homeless programs. VA seeks the contractor to establish a systematic process to review VA residential, permanent housing and prevention programs nationwide to assist VHA Homeless Programs office in ensuring these programs operate within established national and local standards. The contractor will be responsible for implementation of the process to include compliance reviews of programs and their corresponding VA medical centers in cooperation with the VHA Homeless Programs Office. The compliance reviews will be on-site and will include locations designated by the program office based on a risk analysis system. The work will encompass a representative sample of these programs (approximately 33% of programs each year) and occur over a period of the next three years. The contractor will review site-developed services at various locations nationally to determine compliance (administrative and services) with existing authorizing laws, rules and regulations; and VA circulars, directives, handbooks or other documents that determine and specify program operational standards. Concurrent with the site review, the contractor will develop, with the entity, action plans to correct noted deficiencies found as a result of the site review. The contractor will work conjointly with the entity to correct deficiencies and will develop a process of follow up and close out to ensure deficiencies are addressed. The contractor will provide expert assistance in the form of evaluation, review and guidance for the entity to ensure all corrective actions are completed and that the completion of these items meets VA standards. The contractor will be responsible for ensuring close out has occurred, which may require on-site re-inspection and/or document reviews. Based on the recommendations of these reviews, and in coordination with VHA Homeless Programs office staff, the contractor will put in place processes to ensure that recommendations are implemented and action items or action steps are implemented and completed by the responsible parties in a timely manner. The contractor will provide comprehensive reports to the VHA Homeless Programs Office to include (but not limited to): summarize site reviews conducted; compliance deficiencies per site; follow-up plan developed for each site; and review of follow-up and close-out. Information will be provided in a format that allows VHA Homeless Programs Office to: review and track programs; oversee reviews; assess gaps and deficiencies found as a result of the reviews for analysis purposes; and determine the contractor's compliance with contract deliverables. To contribute relevance to the tasks and reports, the contractor will provide assistance as necessary to VHA Homeless Programs Office. In relation to this inquiry, the VHA Homeless Program Office would like to gain knowledge on the following: 1.What approaches have proven successful in compliance reviews related to homelessness? 2.What metrics (apart from compliance) have been successfully implemented? 3.Please suggest a timeframe for compliance reviews, assuming a possible review of 5 sites across the US. How much time is required to review a site? 4.Please provide examples of assessments done, and deliverables made during the assessment process. Examples can be brief as describing what was assessed and the contractor's contribution. 5.Please provide suggestions that will assist VA in successfully implementing compliance assessments. Are there limitations that need to be considered in these assessments? It is requested that interested parties submit a response addressing the topics detailed above. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Statement of Work. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
