- RFI - Sector Facility Mapping and Information This is a Request for Information (RFI) issued solely for information-gathering and planning purposes. It does not constitute a Request for Proposal (RFP) or Request for Quotation (RFQ) or a promise to issue an RFP or RFQ in the future. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purposes only and will not be publicly released. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Department of Homeland Security (DHS), Federal Protective Service (FPS) is the Sector Specific Agency managing the Government Facilities Sector under the National Infrastructure Protection Plan and is seeking market research, potential sources, and best practice information for commercially available technologies that perform or enable the collection, storing, tracking and updating of critical facility information for the sector. The sector includes Federal, State, local, tribal, and territorial assets and associated elements located around the world. Many of these assets and associated elements are highly complex and require the highest levels of security because of their sensitive and unique missions, while others are less complex and readily open to the public to provide routine services. In all cases, the American people depend on the services provided for by these facilities on a daily basis, whether a facility is providing a routine Government service or ensuring their security and safety. Through the process of collection, storing, tracking and updating critical facility information for the sector the following agencies and/or entities will routinely be queried: Governmental agencies (The Department of Agriculture, the Department of Defense, and the Department of Commerce, among others); large real estate management groups and owners and operators. The information provided, and the technologies leveraged, will be utilized to create a comprehensive database identifying Government facilities and their most pertinent characteristics. It is also essential that the prior noted comprehensive database is maintained at the highest level and appropriately updated to include the current information.
