This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The U.S. Coast Guard (USCG), Aviation Logistics Center (ALC) is performing market research to determine available sources with the capability to provide the following: HANDS FREE COMMUNICATIONS APPLICATION: ALSE Technical Services is requesting information on a hands free communication device to be used by the rescue swimmers in communicating with an aircraft operating overhead. This communications device needs to either incorporate into the current rescue swimmer radio (ICOM IC-M1V, and ICOM IC-M72), or will replace the existing radio with the capabilities of operating on marine frequencies, and military frequencies in use by the USCG (21, 22, 23, 81, 82, 83) REQUIRED FEATURES: Communications device: • Incorporate with the existing rescue swimmer radio, or replace it with a new UHF radio compatible to the existing radio with similar or greater features. • If a replacement radio, it needs to be modular in design and have no connection to the airframe or interfere with the communications currently in place. • Needs to provide the capability of hands free operation (VOX) or the ability to have an easily accessible push button microphone with constant on in-ear speaker. • Waterproof design (as it will be worn by members swimming in the water) REQUESTED FEATURES • Is compatible with the ICOM IC-M1V and ICOM IC-M72. • Custom molded in-ear design • Bone microphone technology • Will fit under the Gath Gedi helmet, or incorporate into the helmet Provides noise attenuation due to working in a noise hazard environment Please respond to the following questions: 1) Is your business a large or small business? 2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 4) Is your firm a certified "hub zone" firm? 5) Is your firm a woman-owned or operated business? 6) Is your firm a certified Service-Disabled Veteran-Owned? 7) Is your product listed on a GSA schedule? 8) Do you have other government agencies using the product, and if so which agencies, POCs and contract numbers? 9) If possible, any POCs for civilian users for general usage of product questions. After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published in the Federal Business Opportunity website. Responses to this sources sought synopsis are not an adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis.
