Description
This is a SOURCES SOUGHT SYNOPSIS. This is for a market survey only; therefore, do not request a copy of the solicitation. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. The US Army, Regional Contracting Office - Stuttgart, Germany has been tasked to identify potential sources, market capabilities and market conditions for the acquisition of a Grounds and Road Maintenance Services contract. Interested and capable commercial sources are being sought to determine the level of interest to perform the required services in accordance with the Performance Work Statement (PWS). Services may include, but are not limited to: 1.Lawn maintenance (trimming, raking, debris removal, watering, fertilizing, sprinkler system maintenance) 2.Landscape Services (Tree/Hedge trimming, flower bed maintenance, stump removal) 3.Snow and Ice Control (clear snow from roads, sidewalks, apply traction control materials) 4.Pest Control (removal of undesirable animal, insect, and vegetation pests through legal and acceptable techniques such as trapping, spraying etc) 5.Playgrounds and Athletic Field maintenance (cleaning and maintaining playground equipment, maintaining athletic fields) 6.Road Striping 7.Surface repairs (potholes, upheavals, eruptions of asphalt, drainage ditches, cracks, grade depressions, utility cut depressions, etc) (surfaces include asphalt, concrete, cobblestone, and pavers) 8.Repair of Guardrails, barriers, emplacement and repair of road signs. 9.Fence repair A Draft PWS and Draft Technical Exhibits are attached for review and comment by industry. The Government is interested in your input during this early stage in order to develop an effective and efficient solicitation and contract. This is not a solicitation for bid, but a solicitation is expected to be issued at a later date. The proposed requirement is anticipated to be a firm fixed price contract with a 1-year and 4 x 1-year option periods and an optional 6-month extension. Any resulting solicitation will be posted electronically to this site. The North American Industry Classification System is 561730- Landscaping Services. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of businesses to compete for and perform a Firm-Fixed Price contract to perform the requirements of the Grounds Maintenance Services contract. The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that Grounds and Road Maintenance is performed within the US Army Garrison (USAG) - Stuttgart footprint in accordance with the Performance Work Statement (PWS). Approximate scale of USAG - Stuttgart footprint follows: Lawn Mowing : 120 Hektar Semi-improved Mowing: 40 hektar Snow Clearing: 450,000 m2 Striping: 11,000 LM All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices. All submittals received will be reviewed for informational purposes. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must determine and ensure there is adequate competition among the potential pool of interested, capable commercial companies. Responses are to be emailed to brian.d.vaughan.civ@mail.mil Interested firms please provide a capabilities statement not to exceed 5 pages. Please respond no later than 1700 15 OCTOBER 2012 with interest in this acquisition, input to the PWS and Technical Exhibits.
