- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being request and written solicitation will not be issued. Solicitation L13PS00009 is issued as Request for Quotation (RFQ) and incorporates clauses and provisions in effect through Federal Acquisition Circular 2005-61. All Responsible sources may submit a quote which will be considered. This procurement is a SMALL BUSINESS SET ASIDE. The NAICS code is 424720 and the small business size standard 100 employees. The Bureau of Land Management (BLM), Oregon State Office has a requirement for a firm fixed price commercial items supply contract for: Item 0001, estimated total of 1,500 gallons of off highway diesel day per day for duration of the drilling efforts. The Contractor shall make deliveries of fuel to the staging sites each day. There will be 4 or 5 designated staging locations each evening within the vicinity map posted on www.fedconnect.net, under reference no. L13PS00009. The contractor shall furnish or have fuels available for on-call. Access to the various staging areas will be in off-highway area on minimally maintained dirt road. Item 0002, is for an estimated total of 100 gallons of highway diesel fuel and Item 2 for an estimated total of 100 gallons of highway gasoline to support various support vehicles. Fueling will not be needed daily for support vehicles but can be coordinated, if needed. The project is located in the Long Draw Fire Site in Malheur County, Oregon, North of McDermitt NV. The performance period is for up to 65 days starting from October 15, 2012. The basis of award is the lowest price determined fair and reasonable to the responsible respondent pursuant to FAR subpart 9.1. Attachment 1: Vicinity Map (Can be found at www.fedconnect.net under reference No. L13PS00009) Delivery Will Start on October 15, 2012, FOB Destination. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation--Commercial Items, applies; the only evaluation factor being price. 52.212-3, Offeror Representations and Certifications - Commercial Items. If offeror has completed the annual representations and certificates electronically via https://www.acquisition.gov, offeror shall complete and submit only paragraphs 52.212-3(b), Offeror Representations and Certifications--Commercial Items, (below) with the offer. (1) Annual Representations and Certifications. Any changes provided by the offeror in paragraph (b)(2) of this provision do not automatically change the representations and certifications posted on the Online Representations and Certifications Application (ORCA) website. (2) The offeror has completed the annual representations and certifications electronically via the ORCA website accessed through https://www.acquisition.gov. After reviewing the ORCA database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), except for paragraphs ____________.
