- DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. NOAA's National Weather Service (NWS) is conducting market research for implementation of a Service Life Extension Program (SLEP) for the radar pedestal in its NEXRAD Weather Surveillance Radar WSR-88D. GENERAL: WSR-88D Pedestal Description: The National Weather Service (NWS) maintains and operates 165 (qty) NEXRAD WSR-88D radars throughout the continental United States, and an additional 15 radars outside the continental United States. The radars were installed between 1992 and 1997. The WSR-88D was designed in the 1980's with a projected 20-year service life. With an average run-time of 17 years, the pedestals are expected to begin experiencing metal fatigue failures in the gears, gear boxes and other mechanical systems. Pedestal motors, slip rings and other electromechanical devices have been refurbished and put back into service, but the time is approaching when these aging parts can no longer be economically refurbished and they must be replaced with new hardware. A Service Life Extension Program (SLEP) for the fleet of radars is being considered. Although the basic pedestal design will remain the same, the NWS will use the SLEP as an opportunity to introduce new technology into the design given the return on investment is obvious. This SLEP will require the disassembly of the antenna and connecting waveguide and removal of the radome prior to removal of the pedestal and immediately replacing with a remanufactured, overhauled/certified pedestal, also provided by the SLEP contractor. The SLEP contractor shall provide all cranes, personnel, resources necessary to remove, replace, and transport all material required to support this task. The SLEP contractor will disassemble and evaluate the condition of each pedestal and make recommendations regarding replacement, overhaul, etc. of each pedestal element. Upon authorization from the Government, the SLEP contractor will complete the actions approved by the Government. The NWS will provide available spare WSR-88D pedestals to begin the replacement and factory refurbishment process on a round-robin basis. The major pedestal components subject to evaluation, overhaul, or replacement include: • Pedestal Cables • Azimuth Bull Gear • Elevation Bull Gear • Elevation Bearing • Gear Box • Servo Motor • Data Package • Slip Rings • Azimuth Rotary Joint • Elevation Rotary Joint Responses to this market survey must include; (1) Company profile, (2) a description of similar work performed under other contracts, (3) a statement regarding current industrial and logistical capabilities relative to this requirement, (4) customer points of contact for similar work cited in (2) above, and cost summary for similar work cited in (2) above.
