Description
The Naval Facilities Engineering Command Southwest issued an 8(a) Sole Source Contract under the authority of 10 U.S.C.2304(c)(5) and FAR 6.302-5 (b)(4). This requirement is to provide and install Advanced Metering Infrastructure (AMI) to include Electric, Water and Gas meters at 49 buildings. The AMI meters will have the capability of supporting future communications infrastructure for the Marine Corps Air Station (MCAS), Camp Pendleton. Contractor shall obtain and verify the required site-specific details by conducting site surveys. Coordinate all site visits with customer contacts (end-user) via the Contracting Officer for approval. The installation of equipment shall be limited to the metering, instrument transformers and communication-related hardware, until all approvals are obtained for information assurance from designated authorities. Meters shall be capable of being read via existing Government-owned handheld meter reading devices. Meters shall be compatible software and hardware for future DAS and Infrastructure system. The contractor shall be responsible for demolishing all existing meters including wires, conduit and associated devices. MCAS Camp Pendleton will be in compliance with the Energy and Policy Act of 2005 to improve monitoring of utility usage by fiscal year 2012. This is a design-build, firm-fixed price contract.
